The Ukrainian Interior Ministry ordered security forces in Donetsk to open fire.

On March 17, the Ukrainian Interior Ministry announced that security forces in the city of Konstantinovka, Donetsk province, had received orders to open fire in case of further instability.

Ukrainian television channel 112 quoted Anton Gerashchenko, an advisor to the Ukrainian Ministry of Internal Affairs, as warning: "If anyone in Konstantinovka takes up arms against the laws of the Ukrainian authorities, taking advantage of the incident to incite a fight or clash, there will first be a warning shot and then a shot to inflict injury."
