The Prime Minister approves the civil servant staffing plan for 2015.

The Prime Minister has just approved the staffing levels for civil servants receiving salaries from the state budget in state administrative agencies and the staffing levels for specialized associations operating nationwide in 2015.

Accordingly, the total number of civil servants receiving salaries from the state budget in 2015 for state administrative agencies and organizations and Vietnamese representative agencies abroad (excluding civil servants of the Ministry of Public Security, the Ministry of National Defense, civil servants in public non-business units and civil servants at the commune level) is 277,055.

Specifically, the number of civil servants in state administrative agencies and organizations in 2015 was 276,055, of which 112,266 were in administrative agencies and organizations under Ministries, ministerial-level agencies, government agencies, and organizations established by the Government or the Prime Minister that are not public service units.

The agencies of the People's Council and People's Committee at the provincial and district levels have 162,704 staff positions; the Vietnamese representative agencies abroad have 1,085 staff positions. In addition, there are 1,000 reserve civil servant positions.

The total number of civil servants receiving salaries from the state budget in state administrative agencies and organizations, and Vietnamese representative offices abroad in 2014 was 281,714. Thus, the total number of civil servants in 2015 decreased by 4,659 compared to 2014.

According to the Decision, the total staffing of specialized associations operating nationwide in 2015 remains unchanged compared to 2014, at 686 positions.

The Prime Minister directs the Minister of Home Affairs to be responsible for allocating civil servant positions to each Ministry, ministerial-level agency, government agency, organization established by the Government or the Prime Minister that is not a public service unit, and provinces and centrally-administered cities within the total civil servant quota for 2015. At the same time, allocate positions to each association with specific characteristics operating nationwide within the total 2015 quota as stipulated above.

The Prime Minister requests that ministries, sectors, and localities implement the reallocation and rearrangement of civil servant positions within their assigned quotas when establishing new organizations or being assigned new tasks; while maintaining the current number of employees in public service units under their respective ministries, sectors, and localities.
