(Baonghean) - Fully aware of the viewpoint that "inspection is one of the leadership functions of the Party", in recent times, the Standing Committee of Nghe An Provincial Party Committee has always focused on the inspection and supervision work of the Party, creating positive changes in the implementation of assigned tasks of Party committees and inspection committees at all levels; gradually bringing the inspection work of the Party Committee into depth, with focus and key points, ensuring strictness and education in Party organizations at all levels, gaining public consensus...

The Party's inspection and supervision work is an important part of Party building work. From summarizing practical experience throughout the process of revolutionary leadership and theoretical research, our Party has affirmed: "Inspection is one of the leadership functions of the Party", therefore "leadership must have inspection, leadership without inspection is considered as no leadership". For the Nghe An Provincial Party Committee, the inspection and supervision work has contributed to maintaining discipline as well as the Party's leadership principles, contributing to the successful completion of political tasks and the successful implementation of the goals and targets of the Party Congress resolutions at all levels for the 2010-2015 term.

In recent times, the Provincial Party Committee Standing Committee has always focused on the Party's inspection and supervision work, regularly propagating, disseminating, and educating to raise awareness in Party organizations and cadres and Party members about the role, position, and importance of inspection and supervision work, considering it an important step in the entire Party organization's activities. The Party's inspection and supervision work has had positive changes, gradually becoming routine, operating effectively, closely following and promptly responding to the requirements of the Party building task in each period.

With the assigned functions and tasks, the inspection and supervision work of Party committees and Inspection Commissions at all levels has gradually gone into depth, with focus and key points; inspection and supervision have been deployed in all areas of work to ensure comprehensiveness, focusing on inspection and supervision of: the implementation of the Political Platform and Party Statutes; the dissemination and organization of the implementation of the Party's guidelines, policies, and resolutions, the State's policies and laws; the assurance of the Party's leadership principles, first of all the principle of democratic centralism; inspection of the preservation of moral qualities and lifestyles of Party members, etc.

The Provincial Party Committee's Inspection Commission has paid special attention to advising the Party Committee and organizing the inspection and supervision of the implementation of programs and projects to implement the Resolution of the 17th Provincial Party Congress; inspecting and supervising the implementation of conclusions after inspection and audit according to Directive 15/CT/TU dated May 15, 2008 of the Provincial Party Committee's Standing Committee; the implementation of conclusions and tasks that need to be done immediately after the review according to Resolution of the 4th Central Committee (11th tenure) "Some urgent issues on Party building at present"; the leadership, direction and organization of the implementation of the new rural construction program; administrative reform work... At the same time, the Provincial Party Committee's Inspection Commission has identified key, key contents and areas, complex and sensitive areas that are prone to violations such as: land, mineral, resource, finance and budget management; personnel work; anti-corruption work, thrift practice and waste prevention...; promptly review, conclude, and discipline party members and party organizations that have committed violations, promptly detect and correct shortcomings and deficiencies when they first appear, ensuring strictness, deterrence, and education, and gaining public support.

As a result, since the beginning of the term, the inspection committees at all levels have advised the Party Committees to inspect 5,740 Party organizations and 16,156 Party members; and to supervise 4,678 Party organizations and 23,077 Party members. In addition, along with comprehensively implementing the tasks stipulated in Article 32 - Party Charter, the inspection committees at all levels have focused on conducting inspections when there are signs of violations against 745 organizations and 1,850 Party members; reviewing, handling and advising the Party Committees to discipline 38 Party organizations and 998 Party members in the entire Provincial Party Committee. The inspections, supervisions and disciplinary actions all ensure the process, principles, procedures, and authority, clearly defining the content, subjects and methods of implementation; The advantages and disadvantages are clearly concluded, and violations are promptly handled, so the quality and effectiveness of inspections are improved, having an educational effect and preventing violations for party organizations, cadres, and party members.

Continuing to implement the Central Resolution 5 (10th tenure) on "Strengthening the Party's inspection and supervision work", associated with promoting the campaign to build and rectify the Party in the spirit of the Central Resolution 4 (11th tenure) "Some urgent issues on Party building at present" requires that the inspection and supervision work in the coming time must be further strengthened and improved, focusing on the following tasks and solutions:

Firstly, Party committees and Party organizations at all levels in the entire Party continue to direct the dissemination and serious implementation of Resolution No. 14-NQ/TU, dated July 30, 2007 of the Central Executive Committee (10th tenure) on "Strengthening the Party's inspection and supervision work" and Conclusion No. 72-KL/TU, dated December 3, 2011 of the Politburo on "Strategy for the Party's inspection and supervision work until 2020". In the immediate future, it is necessary to focus on disseminating and effectively implementing Instruction No. 10-HD/UBKTTU, dated September 4, 2014 of the Central Inspection Commission on inspection and supervision work; Instruction on personnel work of the Inspection Commission serving Party Congresses at all levels for the 2015-2020 term.

Second, develop and direct Party committees and subordinate Party organizations to develop focused inspection and supervision programs that are consistent with the requirements and tasks of each locality and unit, especially focusing on inspecting and supervising the implementation of resolutions, directives, programs and projects during the term, to help Party committees and Party organizations correctly assess the situation, forecast and develop a 5-year plan to ensure that it is realistic, feasible and close to the actual situation. Strengthen supervision of the implementation of inspection and audit conclusions in the spirit of Directive 15-CT/TU dated May 15, 2008 of the Provincial Party Committee Standing Committee; promote self-inspection of Party committees, Party organizations and Party members, correctly identify responsibilities, especially those of leaders; promote the active role of the inspection committee and advisory agencies assisting the Party committee to perform well the advisory function, helping the Party committee to lead and perform well the inspection and supervision tasks according to the Party Charter.

Third, focus on inspecting and supervising outstanding and urgent issues, areas prone to violations such as: land, resources, minerals, finance, basic construction, policy work, personnel work, etc.; on the personal responsibilities of key officials and leaders; strengthen inspection and supervision of Party organizations and Party members who are Party Committee members and officials under the management of Party Committees at the same level on the implementation of Party principles in performing assigned political tasks; the implementation of directives and resolutions; inspect the implementation of Party organization and activities principles, especially the principles of democratic centralism, self-criticism and criticism; the implementation of working regulations, maintaining internal solidarity, and enhancing the combativeness of each grassroots Party organization; Check the level of fulfillment of duties and tasks of each person, discipline in speaking, compliance with Regulation No. 47-QD/TU, dated November 1, 2011 of the Politburo on things that party members are not allowed to do; pay attention to checking the preservation of revolutionary qualities, ethics and lifestyle of cadres and party members; administrative reform, judicial reform associated with the implementation of Directive 03-CT/TU on "Promoting the Study and Following of Ho Chi Minh's Moral Example"; the implementation of Resolution 4 of the Central Committee (term XI) "Some urgent issues on Party building at present". Through each inspection, there must be an assessment and experience to promptly serve the leadership and direction of the Party Committee.

Fourthly, Party committees and organizations at all levels need to pay attention to leading and directing the activities of the inspection committee; perfecting and consolidating the apparatus of the inspection committee and the inspection committee agencies at all levels in the province to have a sufficient number of cadres, ensuring quality, suitable for the assigned functions, tasks and powers. In particular, it is necessary to pay attention to the work of planning, training, fostering, rotating, evaluating and using cadres... Taking care of political education, ideology and mettle of the team of cadres doing inspection work. Paying attention to creating favorable conditions in terms of working facilities, facilities, policies and regimes serving the activities of the inspection committee agencies and the team of cadres and civil servants doing Party inspection work, in order to meet the requirements and tasks of the Party's inspection and supervision work in the face of new requirements.

The immediate task of the inspection and supervision work of the Provincial Party Committee is still very heavy, requiring the Party Inspection sector to overcome shortcomings and limitations, strive to bring the inspection and supervision work to a new level, always worthy of its position as a key and indispensable link in the Party's leadership activities, contributing to the successful implementation of the goals set by Party Congresses at all levels.
