The Party's inspection and supervision work is an important part of Party building. Based on practical experience throughout the revolutionary leadership process and theoretical research, the Party has affirmed: "Inspection is one of the Party's leadership functions," therefore, "leadership must include inspection; leadership without inspection is tantamount to no leadership." For the Nghe An Provincial Party Committee, inspection and supervision work has contributed to maintaining discipline and the Party's leadership principles, contributing to the successful completion of political tasks and the achievement of the goals and targets of the Party Congress resolutions at all levels for the 2010-2015 term.

Over the past period, the Standing Committee of the Provincial Party Committee has always focused on the Party's inspection and supervision work, regularly disseminating information and educating Party organizations and cadres and Party members on the role, position, and importance of inspection and supervision work, considering it a crucial step in the overall activities of the Party Committee. The Party's inspection and supervision work has seen positive changes, gradually becoming more systematic, operating effectively, and closely following and promptly meeting the requirements of Party building tasks in each period.
With the functions and tasks assigned, the inspection and supervision work of Party committees and Inspection Committees at all levels has gradually become more in-depth, focused, and targeted; inspections and supervision have been carried out in all areas of work, ensuring comprehensiveness, with a focus on: the observance of the Political Platform and Party Charter; the thorough understanding and implementation of the Party's guidelines, policies, and resolutions, and the State's laws and regulations; the assurance of the Party's leadership principle, first and foremost the principle of democratic centralism; and the inspection of the moral character and lifestyle of Party members…
The Provincial Party Committee's Inspection Commission has paid special attention to advising the Party Committee and organizing inspections and supervision of the implementation of programs and projects under the Resolution of the 17th Provincial Party Congress; inspecting and supervising the implementation of conclusions following inspections and audits according to Directive 15/CT/TU dated May 15, 2008 of the Provincial Party Committee Standing Committee; the implementation of conclusions and immediate actions following self-criticism according to Resolution 4 of the Central Committee (11th term) "Some urgent issues concerning Party building today"; the leadership, direction, and organization of the implementation of the new rural development program; administrative reform work, etc. At the same time, the Provincial Party Committee's Inspection Commission has identified key areas, priorities, and complex and sensitive areas prone to violations such as: land management, mineral resources, resources, finance, and budget; personnel work; anti-corruption work, and the practice of thrift and prevention of waste... Timely review, conclusion, and disciplinary action against Party members and Party organizations that commit violations, promptly detecting and rectifying shortcomings and deficiencies at their initial stages, ensuring strictness, deterrence, and educational value, and gaining public support.
As a result, from the beginning of the term to the present, the inspection committees at all levels have advised Party committees to inspect 5,740 Party organizations and 16,156 Party members; and conducted supervision of 4,678 Party organizations and 23,077 Party members. In addition, along with comprehensively implementing the tasks stipulated in Article 32 of the Party Charter, the inspection committees at all levels have focused on conducting inspections when there are signs of violations involving 745 organizations and 1,850 Party members; and have reviewed, processed, and advised Party committees on disciplinary actions against 38 Party organizations and 998 Party members throughout the provincial Party committee. All inspections, supervisions, and disciplinary actions have ensured adherence to procedures, principles, and authority, clearly defining the content, subjects, and methods of implementation. The conclusions clearly highlight the advantages and disadvantages, and violations are handled promptly, thus improving the quality and effectiveness of inspections, which have an educational and preventative effect on violations by Party organizations, officials, and Party members.
Continuing to implement Resolution No. 5 of the Central Committee (10th term) on "Strengthening the Party's inspection and supervision work," in conjunction with promoting the campaign to build and rectify the Party in accordance with Resolution No. 4 of the Central Committee (11th term) on "Some urgent issues concerning Party building today," requires that inspection and supervision work in the coming period be further strengthened and improved. The following tasks and solutions should be focused on:
Firstly, Party committees and organizations throughout the Party organization should continue to direct the thorough understanding and strict implementation of Resolution No. 14-NQ/TƯ, dated July 30, 2007, of the Central Committee (10th term) on "Strengthening the Party's inspection and supervision work" and Conclusion No. 72-KL/TƯ, dated December 3, 2011, of the Politburo on "The Party's inspection and supervision strategy until 2020". In the immediate future, it is necessary to focus on thoroughly understanding and effectively implementing Guidance No. 10-HD/UBKTTƯ, dated September 4, 2014, of the Central Inspection Committee on inspection and supervision work; and Guidance on personnel work for the Inspection Committees serving the Party Congresses at all levels for the 2015-2020 term.
Secondly, build and direct subordinate Party committees and organizations to develop focused inspection and supervision programs that are relevant to the requirements and tasks of each locality and unit, especially focusing on inspecting and supervising the implementation of resolutions, directives, programs, and projects during the term, to help Party committees and organizations accurately assess the situation, forecast, and develop a realistic, feasible, and practical five-year plan. Strengthen supervision of the implementation of inspection and audit conclusions in accordance with the spirit of Directive 15-CT/TU dated May 15, 2008, of the Provincial Party Standing Committee; emphasize self-inspection by Party committees, organizations, and members, correctly identifying responsibilities, especially those of the leaders; promote the active role of the inspection committee and advisory bodies of the Party committee to effectively perform their advisory function and assist the Party committee in leading the implementation of inspection and supervision tasks as stipulated in the Party Charter.
Thirdly, focus on inspecting and monitoring prominent and pressing issues, and areas prone to violations such as: land, resources, minerals, finance, basic construction, policy work, personnel work, etc.; on the personal responsibility of key officials and leaders; strengthen inspection and supervision of Party organizations and Party members who are members of Party committees and officials under the management of the same-level Party committee regarding the situation of adhering to Party principles in carrying out assigned political tasks; the situation of adhering to directives and resolutions; inspecting the adherence to the principles of Party organization and activities, especially the principle of democratic centralism, self-criticism and criticism; the implementation of working regulations, maintaining internal unity, and enhancing the fighting capacity of each grassroots Party organization; The inspection should examine the level of fulfillment of each person's responsibilities and duties, discipline in speech, and compliance with Regulation No. 47-QD/TU, dated November 1, 2011, of the Politburo on what Party members are not allowed to do; paying attention to checking the preservation of revolutionary qualities, ethics, and lifestyle of cadres and Party members; administrative and judicial reforms associated with the implementation of Directive 03-CT/TU on "Promoting the Study and Emulation of Ho Chi Minh's Moral Example"; and the implementation of Resolution 4 of the Central Committee (11th Congress) "Some Urgent Issues Regarding Party Building Today". Each inspection must include an evaluation and lessons learned to promptly serve the leadership and guidance work of the Party committee.
Fourth, Party committees and organizations at all levels need to pay attention to leading and directing the activities of the inspection committees; consolidating and strengthening the inspection committee apparatus and inspection committee agencies at all levels in the province with a sufficient number of qualified cadres, appropriate to their assigned functions, tasks, and powers. This includes focusing on planning, training, fostering, rotating, evaluating, and utilizing cadres... Paying attention to the political and ideological education and character development of cadres working in inspection. Providing favorable conditions in terms of working facilities, infrastructure, policies, and regulations to support the activities of the inspection committee agencies and the cadres and civil servants working in Party inspection, in order to meet the requirements and tasks of the Party's inspection and supervision work in the face of new demands.
The immediate tasks facing the Party's inspection and supervision work in the province remain very challenging, requiring the Party Inspection sector to overcome existing shortcomings and limitations, and strive to elevate inspection and supervision work to a new level, always deserving its position as a central and indispensable element in the Party's leadership activities, contributing to the successful achievement of the goals set by the Party Congress at all levels.
