Over the past period, implementing Government Decree No. 02/2003/ND-CP dated January 14, 2003, on the development and management of markets, and Government Decree No. 114/2009/ND-CP dated December 23, 2009, amending and supplementing some articles of Government Decree No. 02/2003/ND-CP dated January 14, 2003, on the development and management of markets, the work of market development and management in Nghe An province has achieved many positive results.

To date, the province has 405 operating markets, of which 267 are classified, including 7 Class 1 markets, 19 Class 2 markets, and 241 Class 3 markets. The total number of business households in these markets is over 61,000, of which over 33,000 are regular businesses and over 27,000 are irregular businesses. The operation of the market system in the province has promoted the circulation of goods, connected trade between regions, increased revenue for the budget, created many jobs, and improved the lives of the people, making an important contribution to promoting socio-economic development. Market management and development have received attention; from 2003 to the present, 170 markets have been built, upgraded, and renovated with a total capital of 166.3 billion VND, and the management model of 7 markets has been changed.

However, in reality, the management and development of markets in the area still face many shortcomings and limitations; the situation of illegal markets and encroachment on roads and sidewalks causing traffic congestion, environmental pollution, and public disorder still occurs in some places; the infrastructure of many markets has deteriorated and has not been upgraded or renovated in a timely manner; the work of ensuring fire safety, environmental hygiene, and food safety has not been given adequate attention; the operation of some market management boards is still arbitrary, and financial revenue and expenditure are unclear and lacking transparency, causing public dissatisfaction; some markets have been built but are not being exploited effectively, such as Tan Long and Tan An markets (Tan Ky district), Ro market (Thanh Chuong district),...

To promptly address the aforementioned shortcomings and limitations, and to improve the operational efficiency of the market system in the province, ensuring compliance with market classification standards, the People's Committee of Nghe An province requests the directors of relevant departments, heads of agencies and units, and chairmen of the People's Committees of districts, cities, and towns in the province to focus on effectively implementing the assigned tasks, including:

Department of Industry and Trade: Responsible for regularly monitoring the management and development of markets in the province; presiding over and coordinating with relevant departments and agencies to manage, inspect, and supervise the implementation of the market system development plan and the implementation of regulations on market management and development in the province. Directing the Market Management Sub-Department to guide and inspect the implementation of regulations on product quality, price listing, and selling at the listed price; regularly controlling and combating the production and trading of fraudulent goods, counterfeit goods, and goods that do not meet food safety and hygiene standards.

The Department of Planning and Investment shall preside over and coordinate with relevant departments and agencies and the People's Committees of districts, cities, and towns to advise the Provincial People's Committee on the plan and roadmap for implementing the transformation of market management models in the province in accordance with central government regulations. A report shall be submitted to the Provincial People's Committee before June 30, 2015.

Provincial Police: Coordinate with the People's Committees of districts, cities, and towns to dismantle illegal and temporary markets that encroach on roads and sidewalks, causing traffic safety and public order hazards; deploy forces to ensure traffic safety and public order in market areas (for markets already included in the planning), preventing encroachment on roads and sidewalks that affects traffic and the environment.

The Departments of Planning and Investment and Finance: In accordance with their respective functions and duties, they shall coordinate with the Department of Industry and Trade to strengthen efforts to attract social resources for investment in market businesses; advise the Provincial People's Committee on balancing capital sources to support investment in market development in the province, based on a roadmap prioritizing markets with high population density in rural and mountainous areas where infrastructure is dilapidated and lacks essential conditions for operation.

People's Committees of districts, cities, and towns: Direct the People's Committees of communes, wards, and townships, and their affiliated specialized agencies to strengthen the management and development of markets under their jurisdiction. Mobilize resources and enhance social participation to invest in development, transform management models, and improve the operation of markets in their areas. Coordinate with the Provincial Police to focus on eliminating or relocating spontaneous markets, trading points encroaching on roads and sidewalks, violating road safety corridors, security and order, causing environmental pollution, and violating food safety and hygiene regulations.
