In the past time, implementing Decree No. 02/2003/ND-CP dated January 14, 2003 of the Government on market development and management, Decree No. 114/2009/ND-CP dated December 23, 2009 of the Government on amending and supplementing a number of articles of Decree No. 02/2003/ND-CP dated January 14, 2003 of the Government on market development and management, market development and management in Nghe An province has achieved many positive results.
Up to now, there are 405 operating markets in the province, 267 of which are classified, including 7 class 1 markets, 19 class 2 markets and 241 class 3 markets. The total number of business households in the markets is more than 61,000, of which the number of regular business households is more than 33,000 and the number of irregular business households is more than 27,000. The operation of the market system in the area has promoted the circulation of goods, linked trade between regions, increased revenue for the budget, created many jobs and improved people's lives, contributing significantly to promoting socio-economic development; Market management and development have received attention, since 2003, 170 markets have been invested in construction, upgrading and renovation with a total capital of up to 166.3 billion VND, and the management model of 7 markets has been converted....
However, in reality, market management and development activities in the area still have many shortcomings and limitations; the situation of holding illegal markets, encroaching on sidewalks and roads, causing traffic jams, environmental pollution, and public disorder still occurs in some places; the facilities of many markets have degraded and have not been invested in upgrading and renovating in time; the work of ensuring requirements on fire prevention and fighting, environmental sanitation, and food hygiene and safety has not received due attention; the activities of some market management boards are still arbitrary, financial collection and expenditure are unclear and lack transparency, causing resentment among the people; some markets have been invested in construction but exploited ineffectively such as Tan Long and Tan An markets (Tan Ky district), Ro market (Thanh Chuong district), etc.;
To promptly overcome the above-mentioned shortcomings and limitations, to improve the operational efficiency of the market system in the area, to ensure the standards of market classes according to regulations, the People's Committee of Nghe An province requires directors of departments, heads of relevant sectors and units and chairmen of people's committees of districts, cities and towns in the province to focus on performing well the assigned tasks, including:
Department of Industry and Trade: Responsible for regularly monitoring the situation of market management and development in the province; preside over and coordinate with relevant departments and branches to manage, inspect and urge the implementation of market system development planning and implementation of regulations on market management and development in the province. Direct the Market Management Department to guide and inspect the implementation of regulations on product quality, price posting and selling at the correct listed price; regularly control and prevent the production and trading of fraudulent goods, counterfeit goods, and goods that do not ensure food safety and hygiene.
Preside over and coordinate with relevant departments, branches and People's Committees of districts, cities and towns to advise the Provincial People's Committee on plans and roadmap for implementing the transformation of market management models in the province according to Central regulations. Report to the Provincial People's Committee before June 30, 2015.
Provincial Police: Coordinate with the People's Committees of districts, cities and towns to handle and eliminate illegal markets and temporary markets that encroach on the roadside, causing traffic safety and security and order problems; arrange forces to ensure traffic safety and security and order in the market area (for markets already in the planning), and prevent encroachment on the roadside from affecting traffic and the environment.
Departments of Planning and Investment and Finance: According to the functions and tasks of the sector, coordinate with the Department of Industry and Trade to promote and attract social resources to invest in market business; advise the Provincial People's Committee to balance capital sources to support investment in market development in the province, based on the roadmap to prioritize crowded markets in rural and mountainous areas with degraded infrastructure that do not meet the essential conditions for operation.
People's Committees of districts, cities and towns: Direct People's Committees of communes, wards and towns and affiliated specialized agencies to strengthen the management and development of markets under their management authority. Mobilize resources, increase socialization to invest in development, transform the management model, exploitation and business of markets in the area. Take the lead in coordinating with the Provincial Police to focus on directing the elimination or relocation of spontaneous markets, trading points encroaching on roadsides, violating road traffic safety corridors, security and order, causing environmental pollution, and violating food safety and hygiene.
