Public kindergarten teacher standards

The Ministry of Education and Training and the Ministry of Home Affairs have just issued a joint Circular regulating the list of job positions and the number of employees working in public preschools, effective from May 1, 2015.

This joint circular stipulates the list of job position frameworks and the number of employees working in public preschool education facilities, including: preschools, kindergartens, nurseries; child care groups, and independent preschool classes.

The list of job positions in nurseries, kindergartens, and preschools includes: 1. Group of job positions associated with management and operational tasks (02 positions) are Principal and Vice Principal. 2. Group of job positions associated with professional activities (01 position): Preschool teacher. 3. Group of job positions associated with support and service tasks (04 positions): Accountant; Secretary; Medical; Cashier.

Regarding the number of employees, the Joint Circular stipulates that each nursery, kindergarten, and preschool has 01 Principal.

Each nursery, kindergarten, preschool has the following number of Vice Principals: Nursery schools are assigned 01 Vice Principal; Kindergartens and preschools with less than 09 groups, classes for midland, plain, city areas or with less than 06 groups, classes for mountainous, remote, island areas are assigned 01 Vice Principal; Kindergartens and preschools with 09 groups, classes or more for midland, plain, city areas or with 06 groups, classes or more for mountainous, remote, island areas are assigned 02 Vice Principals.

For nurseries, kindergartens, and preschools with 5 or more campuses, an additional Vice Principal can be assigned.

Regarding preschool teachers, the Joint Circular clearly states that in places where the maximum number of children in groups or kindergarten classes is arranged according to regulations, the preschool teacher quota is determined as follows: For groups of children, arrange a maximum of 2.5 teachers/group of children; For kindergarten classes studying 2 sessions/day, arrange a maximum of 2.2 teachers/class; For kindergarten classes studying 1 session/day, arrange a maximum of 1.2 teachers/class.

For contract workers, nurseries, kindergartens, and preschools with boarding organizations, a labor contract is signed to perform cooking duties as follows: For every 35 nursery children or 50 preschool children, 01 contract worker is signed to be assigned to a cooking position.

Based on financial conditions and needs, nurseries, kindergartens, and preschools sign labor contracts to perform security duties, but not exceeding 02 people.
