The Ministry of Education and Training and the Ministry of Home Affairs have jointly issued a Circular stipulating the framework of job positions and staffing levels in public preschools, effective from May 1, 2015.

This joint circular stipulates the framework of job positions and staffing levels in public preschool education institutions, including: preschools, kindergartens, nurseries; independent childcare groups, and independent preschool classes.

The job position framework in nurseries, kindergartens, and preschools includes: 1. Job positions related to management and administration (2 positions): Principal and Vice-Principal. 2. Job positions related to professional activities (1 position): Preschool teacher. 3. Job positions related to support and service tasks (4 positions): Accountant; Secretary; Medical staff; Treasurer.

Regarding staffing levels, the joint circular stipulates that each nursery, kindergarten, or preschool must have one principal.

Each nursery, kindergarten, or preschool has the following number of Deputy Principals: Nurseries are allocated 1 Deputy Principal; Kindergartens and preschools with fewer than 9 groups/classes in midland, lowland, and urban areas, or fewer than 6 groups/classes in mountainous, remote, and island areas, are allocated 1 Deputy Principal; Kindergartens and preschools with 9 or more groups/classes in midland, lowland, and urban areas, or 6 or more groups/classes in mountainous, remote, and island areas, are allocated 2 Deputy Principals.

For nurseries, kindergartens, and preschools with five or more campuses, an additional Deputy Principal may be appointed.

Regarding preschool teachers, the Joint Circular clearly states that in places where the maximum number of children per group or kindergarten class is met as prescribed, the preschool teacher staffing ratio is determined as follows: For groups of children, a maximum of 2.5 teachers per group; for kindergarten classes with two sessions per day, a maximum of 2.2 teachers per class; for kindergarten classes with one session per day, a maximum of 1.2 teachers per class.

For contract workers in nurseries, kindergartens, and preschools that provide boarding services, labor contracts for cooking duties are as follows: For every 35 nursery children or 50 kindergarten children, one contract worker is assigned to the cooking position.

Based on budget and needs, nurseries, kindergartens, and preschools may sign labor contracts to perform security duties, but not exceeding two people.
