Quan Huấn Phan Tuấn Tường was born on June 2, Canh Ngo year 1810, in Tri Lễ village, Hien Lang commune, now Thanh Hồ village, Thanh Hưng commune. He was one of the six children of Phan Tuấn Sử. He was intelligent and studious, so in Binh Ngo year (1846), under King Thieu Tri, he was promoted to be Quan Huấn Đạo, an official position in charge of education in the old days in Hòa Đa district, Bình Thuận province.
Although he was an official living far away, his heart always turned towards his homeland, so he spent most of his royal salary to support his children, relatives and people in his hometown to buy books and build schools. After his death, the people of Tri Le village honored him as Thanh Hoang and built a temple to worship him. Respecting the talent and virtue of the honest official who devoted himself to the people, the country and the cause of education, later dynasties bestowed royal decrees and conferred noble titles on him.
