Hung Dung Ward (Vinh City): Rapid and comprehensive urbanization.
(Baonghean) - Hung Dung is known as the heroic "Red Village". Here, vivid historical evidence of the fervent revolutionary days still remains, such as the Vinh - Ben Thuy oil depot and anti-aircraft artillery positions.
Like other rural areas, the war left behind immeasurable pain on this land. With great effort, a spirit of unity, and the promotion of the revolutionary traditions of the local Party committees and authorities, Hung Dung's economy and society have undergone remarkable changes in recent years. Commercial and service activities in the ward have developed, and infrastructure from the ward center down to the residential areas has been invested in, becoming more modern and well-equipped.

To achieve its current appearance, Hung Dung has effectively developed and implemented comprehensive and synchronized socio-economic development projects. As a result, the average annual economic growth rate reached 8.3%; average income reached 35.2 million VND/person/year; and the poverty rate was only 0.7%. Particularly noteworthy is the strong breakthrough in trade and services (increasing from 62.4% at the beginning of the term to 67.9% at the end of the term), and the construction industry (accounting for 28.8%)...; investment in urban infrastructure development has been boosted, creating streets with favorable environments for trade and services to stimulate economic development among households. In 2010, there were only 250 to 300 businesses of various sizes in the area. It is estimated that by May 2015, there were approximately 717 stable service businesses and over 200 irregular ones, employing over 1,000 workers. Hung Dung Market, in particular, after investment and expansion, is gradually establishing itself as the local commercial center.
Due to urbanization, the area of agricultural land has been shrinking in recent years. However, under the leadership of the Party Committee and the management of the ward government, with investment and the creation of new dynamism, the estimated value of agricultural production reached 14 billion VND by 2015, with an average rice yield of 5.5 tons/ha. Aiming for a balanced and comprehensive economic development, the trade and service sector is also considered a key sector in Hung Dung ward's economic development strategy. From a local market, Hung Dung market is now classified as a type 2 market by the city, with 300 stable traders. Streets specializing in trade, such as Nguyen Phong Sac, offer a diverse range of goods, creating a bustling economic landscape. As of 2015, the ward had 706 households with approximately 3,500 rental rooms, generating an average annual income of approximately 10 billion VND...
Urban management and basic construction are key tasks that the Party Committee and the ward government have focused on closely directing, yielding positive results. Infrastructure has been prioritized for investment, creating a new look for the ward. This transformation is due not only to the support from higher levels of government but also to the mobilization of resources from the people, creating a combined strength in socio-economic development. In the past five years, the ward has constructed over 45 large and small projects, with a total investment of nearly 90 billion VND, of which the people contributed nearly 7 billion VND. Several key projects have been completed, such as the Nguyen Phong Sac, Ton That Tung, and Phan Cong Tich roads, and the upgrading of Nguyen Duy Trinh road… Many internal roads have been renovated, raising the percentage of paved roads to 98%; two new cultural centers have been built, and to date, 18 out of 19 residential blocks have cultural centers with playgrounds and sports fields. Constructing four new multi-story school buildings to ensure sufficient classrooms and compliance with regulations for students. Completing the installation of water supply pipelines for the residents and some public lighting lines.

As a ward with a tradition of valuing education, the ward prioritizes development in both scale and quality. Six schools across three educational levels consistently achieve the title of advanced or outstanding advanced school annually; all six schools meet National Standards Level I and Level II… The movement to build culturally exemplary families, neighborhoods, and new lifestyles in residential areas is increasingly receiving attention in both breadth and depth. To date, 89-90% of households in the ward have achieved the title of Culturally Exemplary Family, and 60% of neighborhoods have been recognized as culturally exemplary. Cultural and sports activities are vibrant and widespread. Social policies are implemented rigorously, and the movement of gratitude, humanitarianism, and charity has become a beautiful tradition of the people. Party building and the political system are consistently prioritized; enhancing the Party's leadership capacity and fighting strength in the new situation. Continuing to promote the "Study and follow the moral example of Ho Chi Minh," through proactive and creative steps, the Party Committee and the ward government have thoroughly disseminated this message, creating significant changes in the awareness and actions of all cadres, Party members, and the people.
Building upon its title as a unit twice awarded the title of Hero of the Armed Forces by the Party and State, and recognizing that the 2015-2020 term is a period of strong unity and consensus among the people to build an increasingly prosperous and civilized ward, the Hung Dung Ward Party Committee has set specific goals for the 2015-2020 term: Maintaining an economic growth rate above 10%; achieving a total production value of 1,075 billion VND by 2020; continuing the economic restructuring with the following proportions: trade and services 72-73%, industry and construction 25-26%, agriculture 1-2%; and accelerating the urbanization process comprehensively...
