(Baonghean.vn) -Within the framework of the 14th session of the 16th term of the Nghe An Provincial People's Council, on the afternoon of July 8th, a discussion was held at the Nghe An Guest House by Discussion Group No. 1, comprising delegates from the Provincial People's Council in the electoral districts of Ky Son, Quy Chau, and Que Phong.
Also in attendance were invited guests including National Assembly delegates of the 13th term elected from the districts, representatives of the Provincial Ethnic Affairs Committee, heads of departments and agencies; District Party Secretaries, Standing Committee of the District People's Council and Chairman of the District People's Committee.

Comrade Lu Dinh Thi, Secretary of the District Party Committee and Chairman of the District People's Council of Que Phong district, stated that the district strongly supports the province's policy of rubber cultivation. However, some households have encroached on land designated for rubber cultivation, and the rubber company's land leveling has negatively impacted the environment and caused water shortages for both domestic use and production. Regarding mineral exploitation, licensed enterprises have limited capacity and outdated technology, affecting the environment not only in Que Phong but also in Quy Chau district. Voters suggested that the Provincial People's Committee should verify the capacity and assess the environmental impact before granting mining licenses to any unit, and also review post-mining activities at the mines.

Representative Lo Xuan Vinh - Deputy Head of the Provincial Ethnic Affairs Committee - argued that the student recruitment process must start at the local level. Specifically, localities must identify actual needs and develop plans. Only then will all students be placed in stable jobs after returning from the recruitment program, avoiding the current situation where some students remain without stable employment.
Representative Lo Xuan Vinh also added that, due to the current mechanism in our province, some mountainous and highland districts are not selected through selection but must take an examination, which is still inadequate. He suggested that, in accordance with Joint Circular No. 02 between the Ministry of Interior and the Committee for Ethnic Minorities, Article 6 should clearly state that the selection process should be applied to candidates nominated through selection, regardless of whether they are from highland or lowland areas.

Ky Son District has 7 quarries, 2 of which are located in Nam Can Commune. Mr. Thai Huy Vinh, Deputy Director of the Department of Education and Training, stated that several shortcomings still exist in this process, including: the demand for government-sponsored scholarships is not as strong as before; the State's policies and guidelines are inconsistent, causing difficulties for candidates during the scholarship process (conflicts in regulations regarding examinations, selection, and scholarship applications); the outcomes for scholarship recipients are sometimes unsatisfactory; and finally, the lack of systematic and scientific planning by local authorities.

Regarding this issue, Colonel Dinh Ngoc Van, Commander of the Border Guard Command, emphasized that in the current situation, the selection process must be reformed to avoid wasting resources and directly impacting the education of children in the province. A strong reform of the selection quotas and procedures is needed to avoid overlooking talented individuals. For mountainous areas, priority should be given to the selection process, but the quality of the selected personnel must be improved.
At the end of the discussion, Comrade Lang Van Chien affirmed that he had fully considered all opinions and would compile a report for tomorrow's meeting.
