Finalize the draft amendments to some important decisions
(Baonghean.vn) - On the morning of June 20, the Provincial People's Committee held a meeting with the departments of the People's Council, Home Affairs, Justice, Science and Technology, and Finance to seek opinions on the draft amendments to Decision 36/2012/QD-UBND and Decision 57/2012/QD-UBND. Comrade Le Xuan Dai - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee chaired.
Decision 57/2012/QD-UBND dated October 4, 2012 stipulates a number of policies to attract high-quality human resources and prioritize the recruitment of civil servants and public employees in the province. This is a policy with many new and breakthrough points, which is approved by public opinion. However, in practice, there are still many issues that need to be amended accordingly.

Specifically, there is no distinction between those who have a master's degree and those who have graduated with honors or higher in the review process. There is no regulation on determining the successful candidate in the case of two people having the same total score, in the case of not coming to work or having their recruitment results cancelled.

Regarding Decision 36/2012/QD-UBND promulgating the Regulations on recruitment, reception, mobilization, transfer, order and procedures for evaluation, reward, discipline, termination and retirement regimes for commune, ward and town civil servants in the province, after 2 years of implementation, the recruitment of commune civil servants has basically become orderly, the arrangement and assignment of commune-level civil servants has basically been objective, democratic and fair.

However, the Regulations contain content that adds priority points contrary to Decree 112 of the Government. In addition, the People's Council proposed to add some regulations to the regulations on recruitment of commune-level civil servants. Based on practice and to ensure consistency in the management of commune-level civil servants in the province, the Department of Home Affairs has drafted a draft to replace Decision No. 36.

At the meeting, representatives of the People's Council, Home Affairs and Justice sectors gave their opinions on the draft amendments to Decisions No. 57 and 36. After listening to the opinions of the relevant sectors, comrade Le Xuan Dai agreed with the contents of the draft and the opinions of the relevant sectors. He requested the Department of Home Affairs to fully absorb the opinions and complete the draft to submit to the Provincial People's Committee for approval./.
