Finalizing the draft amendments to several important decisions.
(Baonghean.vn) - On the morning of June 20th, the Provincial People's Committee held a meeting with representatives from the Provincial People's Council, the Department of Internal Affairs, the Department of Justice, the Department of Science and Technology, and the Department of Finance to solicit opinions on the draft amendments to Decision 36/2012/QD-UBND and Decision 57/2012/QD-UBND. Mr. Le Xuan Dai, Member of the Provincial Party Committee Standing Committee and Vice Chairman of the Provincial People's Committee, presided over the meeting.
Decision 57/2012/QD-UBND dated October 4, 2012, stipulates several policies to attract high-quality human resources and prioritize the recruitment of civil servants and public employees in the province. This is a policy with many new and groundbreaking points, which has received public support. However, in practice, there are still many issues that need to be amended to ensure its suitability.

Specifically, there is no distinction made between those with master's degrees and those with excellent or higher bachelor's degrees during the selection process. There are no regulations for determining the successful candidate in cases where two candidates have the same total score, in cases where the candidate does not report for work, or in cases where the selection result is revoked.

Regarding Decision 36/2012/QD-UBND promulgating the Regulations on recruitment, acceptance, assignment, transfer, procedures for evaluation, commendation, discipline, termination of employment, and retirement for commune, ward, and town officials in the province, after two years of implementation, the recruitment of commune officials has basically become orderly, and the arrangement and placement of commune-level officials is generally objective, democratic, and fair.

However, the regulations contain provisions for awarding priority points that contradict Government Decree 112. In addition, the People's Council proposed adding several provisions to the regulations for recruiting commune-level civil servants. Based on practical experience and to ensure uniformity in the management of commune-level civil servants throughout the province, the Department of Internal Affairs has drafted a replacement for Decision No. 36.

At the meeting, representatives from the People's Council, the Department of Internal Affairs, and the Department of Justice gave their opinions on the draft amendments to Decisions No. 57 and 36. After hearing the opinions of the relevant departments, Comrade Le Xuan Dai agreed with the contents of the drafts and the opinions of the relevant departments. He requested the Department of Internal Affairs to fully incorporate the opinions and finalize the drafts for submission to the Provincial People's Committee for approval.
