The Standing Committee of the Provincial Party Committee approves the Party Congress of Anh Son District.

(Baonghean.vn) -On the afternoon of June 18th, under the chairmanship of Comrade Ho Duc Phoc - Secretary of the Provincial Party Committee, the Standing Committee of the Provincial Party Committee reviewed the 20th Congress of the Anh Son District Party Committee for the 2015-2020 term.

Also attending the working session were: Tran Hong Chau - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; members of the Standing Committee of the Provincial Party Committee; and representatives of leaders from relevant departments and agencies.

Comrade Ho Duc Phoc, Secretary of the Provincial Party Committee, chaired the meeting.

Comrade Le Hong Vinh, Secretary of the Anh Son District Party Committee, presented the draft political report.

The draft Political Report, presented by Comrade Le Hong Vinh - Secretary of the District Party Committee, clearly stated: During the past term, the Party Committee, government, and people of Anh Son have strived to overcome difficulties to achieve and surpass 30 out of 33 targets set by the Party Congress. The main targets set out in the Resolution of the 19th District Party Congress have been basically completed; 25 out of 28 socio-economic, national defense, and security targets have been achieved and exceeded. The economic growth rate reached 6.4%; the average per capita added value in 2015 was estimated at 21.8 million VND (an increase of 10.1 million VND compared to the beginning of the term); annual budget revenue consistently exceeded the forecast, with an average growth rate of 12.21% (expected to reach 43.9 billion VND in 2015).

Comrade Nguyen Xuan Duong expressed his wish that during the next term, the District Party Committee should have a strategy for building and training a team of grassroots cadres.

Education and training have seen positive changes and achieved relatively high results, with the completion of the school and classroom network planning and the consolidation of universal primary and secondary education. The quality of advanced education continues to improve. Significant results have been achieved in labor, employment, and the implementation of social policies. Party building and organization have been prioritized. The political system from the district to the grassroots level has been promptly strengthened; the leadership capacity and fighting strength of Party organizations have been enhanced.

Comrade Nguyen Xuan Son - Member of the Standing Committee of the Provincial Party Committee - Vice Chairman of the Provincial People's Council, stated that the productivity of key crops in the district is not commensurate with its potential.

However, during the past term, Anh Son district still faced some limitations, such as unstable economic development that did not live up to its potential and advantages. Two key economic development indicators failed to meet the targets set in the Resolution. In particular, some key economic sectors identified as breakthroughs in economic development did not achieve the targets set in the Resolution.

Comrade Le Minh Thong, member of the Standing Committee of the Provincial Party Committee and Chairman of the Provincial Inspection Committee, stated that the draft political report's criterion of an average per capita income of 21.8 million VND/person/year does not accurately reflect reality.

Some activities in the socio-cultural, scientific-technological, and environmental fields have progressed slowly and inefficiently. One out of 18 key indicators in the socio-cultural field has not yet met the Resolution's target (the percentage of communes with doctors is 66.67%/95.2%). Propaganda, information dissemination, and public opinion guidance have sometimes been untimely; direct dialogue forums with officials, Party members, and the people have not been regularly created. The implementation of directives and resolutions, linked to action programs in some localities, remains superficial and of low quality.

Comrade Tran Cong Duong suggested that the district's poverty reduction target should be adjusted in the political report.

Concluding the meeting, Comrade Ho Duc Phoc requested that the Anh Son District Party Committee continue to improve the leadership capacity and fighting strength of the Party, strengthen unity and cohesion, innovate and develop… The political report should include clearer and more detailed solutions such as: solutions to improve economic development indicators, increase economic growth targets, and link production with processing; solutions to develop key crop and livestock models; solutions to restructure Anh Son district's agriculture towards a structure linked to the application of science and technology, and linking agricultural production with processing; solutions to increase per capita income, and improve poverty reduction criteria in the next term; solutions for urban development, striving to make Anh Son a relatively prosperous district of the province in the next term.
