Provincial Party Committee approved the Party Congress of Anh Son district

(Baonghean.vn) -On the afternoon of June 18, under the chairmanship of comrade Ho Duc Phoc - Secretary of the Provincial Party Committee, the Standing Committee of the Provincial Party Committee approved the 20th Anh Son District Party Congress for the 2015 - 2020 term.

Attending the meeting were comrades: Tran Hong Chau - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; comrades in the Provincial Party Committee Standing Committee; representatives of relevant departments, branches and sectors.

Comrade Ho Duc Phoc - Provincial Party Secretary chaired the meeting.

Comrade Le Hong Vinh - Secretary of Anh Son District Party Committee presented the draft political report.

The draft Political Report presented by Comrade Le Hong Vinh - Secretary of the District Party Committee stated: During the past term, the Party Committee, government and people of Anh Son have strived to overcome difficulties to achieve and exceed 30/33 congress targets. The main targets set out in the Resolution of the 19th District Party Congress were basically completed; 25/28 socio-economic, national defense and security targets achieved and exceeded the congress targets. The economic growth rate reached 6.4%; the average added value per capita in 2015 was estimated at 21.8 million VND (an increase of 10.1 million VND compared to the beginning of the term); The annual budget revenue always exceeded the estimate, the average revenue growth rate reached 12.21% (in 2015 it is expected to reach 43.9 billion VND).

Comrade Nguyen Xuan Duong hopes that in the next term, the District Party Committee needs to have a strategy to build and train grassroots cadres.

Education and training have made positive changes and achieved quite high results with the completion of the planning of the school and classroom network, firmly consolidating the results of universal primary and secondary education. The quality of key education continues to be improved. Labor, employment, and implementation of social policies have achieved important results. Party building and organization work has been focused on. The political system from district to grassroots level has been timely improved; the leadership capacity and fighting strength of the Party organization have been enhanced.

Comrade Nguyen Xuan Son - Member of the Provincial Party Committee - Vice Chairman of the Provincial People's Council said that the productivity of key crops in the district is not commensurate with the potential.

However, in the last term, Anh Son district still had some limitations such as unstable economic development, not commensurate with its potential advantages. The two main targets of economic development have not yet reached the targets set out in the Resolution. In particular, some key economic sectors identified as breakthroughs in economic development have not yet reached the targets set out in the Resolution.

Comrade Le Minh Thong - Member of the Provincial Party Committee - Chairman of the Provincial Party Committee's Inspection Committee said that the draft political report stating the criterion of average income per capita of 21.8 million VND/person/year does not accurately reflect reality.

Some activities in the fields of culture - society, science - technology and environment have changed slowly and have low efficiency. 1/18 main targets in the field of culture - society have not met the Resolution's target (the rate of communes with doctors is 66.67%/95.2%). Propaganda, information orientation and public opinion work are sometimes not timely; there is not often a forum for direct dialogue with cadres, party members and people. The implementation of directives and resolutions associated with action programs at some establishments is still formalistic and of low quality.

Comrade Tran Cong Duong suggested in the political report that the district's poverty reduction targets should be adjusted.

Concluding the meeting, comrade Ho Duc Phoc requested: The Party Committee of Anh Son district needs to continue to improve the leadership capacity and fighting strength of the Party, strengthen solidarity, unity, innovation and development... In the political report, there should be clearer and more detailed solutions such as: solutions to improve economic development targets, increase economic growth targets, link production with processing; solutions to develop key seedlings models; solutions to restructure agriculture in Anh Son district in the direction of restructuring associated with the development of science and technology applications, linking agricultural production with processing; solutions to increase per capita income, it is necessary to improve poverty reduction criteria in the next term; there should be solutions to build urban areas, striving for Anh Son to become a well-off district of the province in the next term.
