Resolving obstacles in the implementation of Circular 30
(Baonghean.vn) - On July 21, the Department of Education and Training held a conference to summarize one year of implementing Circular 30 and to deploy Decision 1517/QD-UBND on the plan for teaching two sessions per day and boarding at primary schools.
The 2014-2015 school year was the first year that primary schools implemented Circular 30. After a year of implementation, the regulations have basically met the requirements for reforming student assessment in accordance with Resolution 29 in the following aspects: reducing pressure on grades and exams; helping students develop comprehensively in terms of qualities and abilities; and helping teachers adjust teaching methods to suit each student group. The results of the end-of-year periodic assessments show that the quality of subjects is firmly ensured, with the percentage of students achieving scores of 9 and 10 increasing from 2% to 7.24%.

This conference also frankly acknowledged the difficulties and shortcomings in the implementation process and sought solutions for the future. Specifically, it will continue to improve the advisory and support work to help teachers, students, and parents better understand the advantages of Circular 30. It will identify problems and obstacles to provide unified guidance throughout the sector, and adjust the assessment records and their usage in a more appropriate manner.
On the same day, the Department of Education and Training implemented Decision 1517/QD-UBND dated April 20, 2015, on the plan for two-session-per-day, boarding school programs at primary schools. This aims to create opportunities for better care and education, and improve the overall quality of primary education. It also fulfills the goal of building national standard schools and teaching foreign languages in the province by 2020. According to the plan, by the 2018-2019 school year, most primary school students throughout the province will be attending two sessions per day to effectively implement the new primary education program as part of the government's general education reform plan.

By the 2014-2015 school year, the entire province had 447 primary schools organizing two-session-per-day teaching (reaching 81.2%). However, implementation has only been achieved in lowland areas, where it is easier to mobilize social resources.
