Removing obstacles in implementing Circular 30

(Baonghean.vn) - On July 21, the Department of Education and Training held a conference to summarize 1 year of implementing Circular 30 and deploy Decision 1517/QD – UBND on the plan to teach 2 sessions/day, boarding at primary schools.

The 2014-2015 school year is the first year that primary schools have implemented Circular 30. After one year of implementation, it has basically met the requirements for innovation in student assessment in the spirit of Resolution 29 in terms of: reducing pressure on scores and exams; helping students develop comprehensively in terms of qualities and abilities; helping teachers promptly adjust teaching methods suitable for each subject. The results of the periodic assessment at the end of the year show that the quality of subjects is firmly guaranteed, the rate of students achieving 9 and 10 points increased from 2% to 7.24%.

This conference also frankly acknowledged the difficulties and shortcomings in the implementation process and sought solutions for the coming time. In particular, we will continue to do a good job of consulting and supporting to help teachers, students and parents better understand the advantages of Circular 30. We will detect problems and obstacles to have a unified direction throughout the industry, adjust the records and how to use the assessment records appropriately.

On the same day, the Department of Education and Training implemented Decision 1517/QD-UBND dated April 20, 2015 on the plan to teach 2 sessions/day, boarding at primary schools. Thereby, it aims to create opportunities for educational care, improve the quality of comprehensive education for primary education. Implement the goal of the plan to build national standard schools and teach foreign languages ​​in the area by 2020. According to the plan, by 2018 - 2019, basically primary school students in the whole province will study 2 sessions/day to implement the quality of the new primary education program according to the Government's general education innovation project.

By the 2014-2015 school year, the province had 447 primary schools organizing 2 sessions/day (reaching 81.2%). However, the implementation has only been carried out in the plains, favorable areas, easy to mobilize socialization.
