To exploit and promote the potentials and advantages of the locality, in the coming term (2015 - 2020), Thai Hoa Town prioritizes the development of the service sector to create a breakthrough in socio-economic development, striving for an average annual growth rate of service production value of 14.5%; total goods circulation in the area of ​​2.8 - 3 trillion VND by 2020. Focus on developing the trade, banking credit, education, training, healthcare, post and telecommunications, information technology, transportation, culture, sports, tourism and science and technology sectors. Based on the infrastructure that has been and is being built, the town arranges commercial and service works along National Highway 48, N6 Road, main roads, focusing on the area of ​​​​Nga 5 of Hoa Hieu Ward and Long Son Ward such as: hotels, restaurants, shopping centers, supermarkets, ...; Upgrade and renovate Hieu market to gradually turn it into a specialized city. Renovate and upgrade Nghia Thuan market to meet the standards of a type 1 market. Build a commercial - service, finance - banking, general service and office rental service area in Dong Lay - Goc Gao area. Focus on building 2 service and commercial complexes at the location of the vegetable oil factory (Tay Hieu commune) and the planned location in Long Son ward.

Along with services, industrial development focuses on forming regional industrial clusters. The town still maintains the planning of Phu Quy Industrial Park (250 ha); at the same time, complete the planning and invest in building infrastructure for 2 industrial clusters (Nghia Thuan, Tay Hieu). Adjust the planning and continue to complete the infrastructure of Nghia My industrial cluster and promote investment in industrial zones and clusters. Although the proportion of agriculture, forestry and fishery in the economic structure has been narrowed, the town will focus on investment to increase the efficiency of internal production in the direction of developing high-tech agricultural areas and promoting the transformation of the agricultural and rural economic structure on the basis of investing in plants and animals with high economic efficiency; continue to increase the proportion of livestock in the industry structure. The area is also divided into specific production areas including: industrial crop and fruit growing areas (Tay Hieu, Dong Hieu, Nghia Tien, Nghia Hoa); clean vegetable, root and fruit growing areas (Nghia Hoa, Nghia Tien, Nghia Thuan); rice growing areas (Nghia Thuan, Nghia My); large livestock raising areas (Dong Hieu, Tay Hieu, Nghia Hoa, Nghia Tien, Nghia My).

In particular, to realize the goal of becoming a type III urban area by 2020, Thai Hoa focuses on synchronously developing the infrastructure system, focusing on developing the transport infrastructure system and urban infrastructure, ensuring inter-regional and inter-provincial connectivity, expanding space, creating urban highlights of the town; establishing 1-2 new wards. The highlight is focusing on implementing a number of important projects such as: Building a bypass route of National Highway 48 through Thai Hoa Town to the South, connecting with Hoang Mai - Thai Hoa route (11 km long); completing the main axis road and building Hieu 2 Bridge to develop urban and services to the West of Hieu River...; at the same time, investing in and expanding the water supply system of Thai Hoa Town to a capacity of 16,000m3/day and night; implementing new urban areas and the concentrated political - administrative center. Along with that, the town is determined to improve the quality of education and training development at all levels and vocational training to meet the requirements in the new development stage. In particular, completing the construction of new facilities and upgrading the Western Economic and Technical Vocational College into a vocational college. At the same time, strengthening facilities and human resources for the health sector; investing in the construction of the Town Medical Center to ensure 2 functions with a scale of 50 - 80 beds. The medical center is located in Tay Hieu commune with the core being the Northwest Nghe An Regional General Hospital.
