(Baonghean) - In the coming term, the Party Committee and people of Thai Hoa Town have identified the development of potential and advantageous sectors, industries, and products; while gradually moving towards developing high-value, environmentally friendly industries and products using science and technology; mobilizing and effectively utilizing resources; improving the quality of growth; accelerating the shift in economic structure towards rapid and strong development in trade and services, industry and construction, and science and technology; developing the town to be worthy of being the center of the Northwest Nghe An region; and striving to build Thai Hoa into a type III urban area by 2020.

To exploit and develop the potential and advantages of the locality, in the next term (2015 - 2020), Thai Hoa Town prioritizes the development of the service sector to create a breakthrough in socio-economic development, striving for an average annual growth rate of 14.5% in service production value; and a total value of goods circulation in the area reaching 2.8 - 3 trillion VND by 2020. Emphasis will be placed on developing the trade, banking and credit, education, training, healthcare, postal and telecommunications services, information technology, transportation, culture, sports, tourism, and science and technology sectors. Based on the existing and ongoing infrastructure development, the town will arrange commercial and service facilities along National Highway 48, N6 road, and main arterial roads, with the focal point being the intersection of Hoa Hieu and Long Son wards, such as hotels, restaurants, shopping centers, supermarkets, etc. Upgrade and renovate Hieu Market, gradually transforming it into a specialized market. Renovate and upgrade Nghia Thuan Market to meet Class 1 market standards. Construct a commercial and service area, a financial and banking area, a comprehensive service area, and office rental services in the Dong Lay - Goc Gao area. Focus on building two service and commercial complexes at the location of the Vegetable Oil Factory (Tay Hieu commune) and the planned location in Long Son ward.

In addition, the town focuses on attracting banks and credit institutions to open branches and transaction offices in the area; maintaining and developing people's credit funds so that by 2020, the town will have approximately 15-20 credit institutions, banks, and financial companies operating; with a total mobilized capital of about 3,500-4,000 billion VND. Furthermore, it promotes the preservation of cultural and historical values ​​to develop tourism. The focus is on building the Lang Vac Archaeological Site, the Ho Chi Minh Memorial Area for visiting Dong Hieu, and completing phase 1 of the infrastructure for the Bau Sen Forest Park. It also aims to establish transportation routes connecting the historical sites in the area and the Phu Quy region. From there, it will develop tourism areas focusing on cultural and religious sites, traditions, ecological resorts, and tourist destinations linked to service and commercial centers. Developing high-quality accommodation and food service facilities such as hotels, guesthouses, and restaurants, etc. At the same time, to meet development needs, Thai Hoa actively encourages the development of transportation and postal, telecommunications, and information technology services.

Along with services, industrial development focuses on forming regional-scale industrial clusters. The town maintains the existing Phu Quy Industrial Park plan (250 hectares); while simultaneously completing the planning and investing in infrastructure construction for two industrial clusters (Nghia Thuan and Tay Hieu). The Nghia My industrial cluster plan is being adjusted, and infrastructure is being further improved, with a strong push to promote investment in industrial zones and clusters. Priority is given to attracting and developing processing industries (coffee, rubber, vegetable oil, animal feed), tool manufacturing and fertilizer production for agriculture, new building materials manufacturing, and export garment manufacturing. In the handicraft sector, Thai Hoa maintains and develops two traditional fine art woodworking villages and expands existing craft villages. From this, the goal is to achieve an average annual industrial production value growth rate of 13.4%. Although the agricultural, forestry, and fisheries sector has shrunk in proportion to the economic structure, the town will focus on investing to increase the efficiency of internal production by developing high-tech agricultural zones and promoting the shift in the agricultural and rural economic structure based on investing in high-economic-value crops and livestock; and continuing to increase the proportion of livestock farming in the sector's structure. The area is also divided into specific production zones including: industrial crop and fruit growing zones (Tay Hieu, Dong Hieu, Nghia Tien, Nghia Hoa); clean vegetable and fruit growing zones (Nghia Hoa, Nghia Tien, Nghia Thuan); rice growing zones (Nghia Thuan, Nghia My); and large livestock farming zones (Dong Hieu, Tay Hieu, Nghia Hoa, Nghia Tien, Nghia My).

In particular, to realize the goal of becoming a type III urban area by 2020, Thai Hoa focuses on developing a comprehensive infrastructure system, with an emphasis on developing transportation and urban infrastructure, ensuring inter-regional and inter-provincial connectivity, expanding urban space, and creating urban highlights for the town; establishing 1-2 new wards. The focus is on implementing several important projects such as: constructing a bypass road for National Highway 48 through Thai Hoa town to the south, connecting with the Hoang Mai - Thai Hoa route (11 km long); completing the main arterial road and constructing Hieu Bridge 2 to develop urban areas and services to the west of the Hieu River...; simultaneously investing in and expanding the Thai Hoa town water supply system to a capacity of 16,000 m3/day; and developing new urban areas and a concentrated political and administrative center. Along with that, the town is determined to improve the quality of education and training at all levels, including vocational training, to meet the requirements of the new development phase. In particular, it aims to complete the construction of a new facility and upgrade the Western Region Economic and Technical Vocational College into a vocational college. Simultaneously, it will strengthen the infrastructure and human resources for the health sector; investing in the construction of a Town Health Center with dual functions and a capacity of 50-80 beds. The health center will be located in Tay Hieu commune, with the Northwest Nghe An Regional General Hospital as its core.

To enhance the effectiveness of implementing the outlined directions, the town has developed key solutions. These include strengthening the leadership of Party committees at all levels, innovating thinking, promoting democracy, unity, and consensus to create a combined strength and powerful impetus for development. Improving the effectiveness and efficiency of government management and administration; promoting administrative reform; building a team of officials and civil servants capable of meeting job requirements. Simultaneously, significantly improving the investment and business environment; mobilizing and effectively utilizing local resources; strengthening investment attraction and linkages and cooperation to create breakthroughs in socio-economic development. Developing and improving the quality of human resources; paying attention to the application of science and technology in production, daily life, and social management. Improving the quality of urban management, gradually building a civilized city, and strengthening leadership, guidance, and implementation.

These development orientations are the result of the concentrated efforts and wisdom of the entire Party Committee and people of Thai Hoa Town, based on the local potential and placed within the overall development of the province. Therefore, with a high sense of responsibility, Thai Hoa is determined to successfully achieve the goals and targets that the Second Party Congress of Thai Hoa Town, term 2015-2020, will decide upon.
