(Baonghean) - Recognizing that emulation is the main driving force motivating organizations, forces, and officers and soldiers to uphold their determination to overcome difficulties and excellently fulfill their tasks, the Party Committee and the Provincial Military Command pay attention to leading and directing the strict implementation of emulation and reward work, continuing to promote the movement to become more systematic, creating positive changes, increasingly going deeper, and achieving practical results.
In 2015, the emulation movement made a breakthrough in improving the overall quality and combat strength of the provincial armed forces. The unit focused on building and training strong political resolve among officers and soldiers; building a clean and strong Party organization, a comprehensively strong unit, and outstandingly strong mass organizations. It continuously improved the leadership capacity and combat strength of the Party organization; cultivated pioneering and exemplary qualities, linking the study and emulation of Ho Chi Minh's moral example with the effective implementation of Resolution No. 4 of the 11th Central Committee. Highlights included the thorough implementation of resolutions and educational programs; propaganda, emulation, cultural and artistic activities; celebrations of major national holidays and important events; and the situation regarding the border, sea, and islands.

The emulation movement has focused strongly on educating and thoroughly understanding the situation and tasks, raising awareness and combat readiness; closely coordinating forces to grasp the situation, promptly handle situations, and prevent being caught off guard; contributing to maintaining political stability in the area. Strictly maintaining the combat readiness duty regime, coordinating to ensure safety during holidays and Tet (Lunar New Year), with a focus on the traditional Tet, major national holidays, and the Party Congresses at all levels for the 2015-2020 term... The quality of building a regular army and training discipline has been increasingly improved. The emulation movement in training has been vibrant, and the preparation and organization of training have achieved good quality, with thousands of training models and equipment being repaired and renewed. Leading and directing units to organize exercises, command and staff exercises, and defense exercises on Mat Island and Ngu Island; live firing of all types of firepower in the inventory has achieved good results and ensured safety. Directing districts, cities, and towns to plan national defense land for the construction of logistics bases and combat bases within defense zones.
The emulation movement has motivated officers and soldiers to actively and proactively overcome difficulties and boost agricultural production, resulting in high efficiency in farming and livestock raising. Notable examples include the agricultural production models of the Military Commands of Tan Ky, Quynh Luu, Do Luong, and Que Phong districts. Disease prevention and control, and the health care of soldiers have yielded good results. The maintenance, upkeep, and use of weapons and technical equipment have been carried out seriously and effectively; timely repairs and maintenance of malfunctions have ensured the availability of weapons and technical equipment for all tasks, especially training and combat readiness. The quality of the Provincial Military Command's "50 Campaign" implementation over the past year has improved significantly, ensuring safety in training, combat readiness, and traffic safety.
| In 2015, the Nghe An Provincial Military Command was awarded the Second Class Order of National Defense by the President of Vietnam, and the Prime Minister awarded the Emulation Flag for outstanding achievements in the "Determined to Win" emulation movement; the Military Region Command awarded the "Determined to Win" Emulation Flag to 3 collectives and the title of "Determined to Win Unit" to 27 units; hundreds of collectives and individuals were commended by the Provincial Party Committee, the Provincial People's Committee, the Military Region, and the Provincial Military Command. Notable units included: the Military Commands of Quynh Luu, Nam Dan, Vinh City, and Thanh Chuong districts; the 4th Economic-Defense Brigade; the Military School; the Political Department; and the Staff Department. |
In 2015, the emulation movement for decisive victory of the provincial armed forces was closely linked with the emulation movements and campaigns of the Party committees, government, and people in the area. Agencies and units proactively coordinated with localities to effectively carry out mass mobilization work, participate in activities of gratitude and repayment, and participate in resolving issues related to military policies; promoting the implementation of gratitude and repayment, and paying attention to improving the lives of policy beneficiaries. Particularly in the emulation movement "Nghe An Armed Forces joining forces to build new rural areas," the entire provincial armed forces participated with localities for more than 44,132 man-days, building more than 430 km of inter-village and inter-commune roads; simultaneously, they provided propaganda and guidance on production; built fences, repaired clinics, and distributed medicine to people in Nam Giai commune (Que Phong district), Na Ngoi, Muong Ai, Muong Tip communes (Ky Son district), and Nam Thuong commune (Nam Dan district) with a total amount exceeding 400 million VND...

Entering 2016, together with the Armed Forces of the Military Region, the Armed Forces of Nghe An province continued to promote the emulation movement for decisive victory, striving to achieve accomplishments to celebrate major holidays and important political events of the country and the army; successfully implementing the Resolution of the Provincial Military Party Committee on military and national defense tasks in 2016. In particular, agencies and units within the provincial armed forces continued to thoroughly understand and successfully implement the Resolution of the 12th National Party Congress; and the Resolutions of Party Congresses at all levels for the 2015-2020 term. They also continued to promote the campaign "Promoting traditions, contributing talents, worthy of the name of Uncle Ho's soldiers" and the emulation movement "Nghe An Provincial Armed Forces joining forces to build new rural areas" in conjunction with the implementation of "Studying and following the moral example of Ho Chi Minh," creating a new transformation and widespread impact among each officer and soldier.
