Vinh City has a new Vice Chairman.

(Baonghean.vn) – On the morning of December 22nd, at the 12th session of the 20th term of the Vinh City People's Council, Mr. Le Sy Chien (former Vice Chairman of the Hoang Mai Town People's Committee) was elected as Vice Chairman of the Vinh City People's Committee for the 2011-2016 term.

Attending the meeting were comrades: Vo Viet Thanh, Member of the Standing Committee of the Provincial Party Committee, Secretary of the Vinh City Party Committee; and Hoang Trong Kim, Member of the Provincial Party Committee, Director of the Department of Construction.

Mr. Le Sy Chien was born in 1966 in Quynh Vinh commune, Hoang Mai town, Nghe An province. He holds a Master's degree in Science and Technology Management and has advanced political qualifications. Prior to working at the Vinh City People's Committee, Mr. Le Sy Chien served as Vice Chairman of the Hoang Mai Town People's Committee.

Previously, the Vinh City People's Council also approved the proposal to dismiss Mr. Bui Nguyen Toan from his position as Standing Member of the Vinh City People's Council, 20th term, 2011-2016; and simultaneously approved the proposal to nominate and elect Mr. Vo Khac Hung, Secretary of the Party Committee and Chairman of the People's Council of Quan Bau Ward, Vinh City, to the position of Standing Member of the Vinh City People's Council, 2011-2016 term.

Also at this session, the Vinh City People's Council reviewed the results of implementing tasks in various fields in 2015 and the direction and tasks for 2016. In particular, in 2015, Vinh City basically achieved and exceeded the plan for 21 out of 21 targets. The economic growth rate reached 8.6%; total budget revenue reached over 1,500 billion VND.

The value of production in the service sector reached over 16,000 billion VND, an increase of 10.8% compared to the same period last year. The value of industrial and construction production reached over 17,000 billion VND. The city also performed well in urban beautification and flood control.

The quality of education continues to improve, with an estimated 3 schools recognized as meeting national standards, bringing the total number of schools meeting standards to 67, reaching a rate of nearly 82%. The poverty rate in Vinh City has also decreased to only 0.68%. The average per capita added value has reached 76 million VND.

In 2016, Vinh City set targets for a 9-10% increase in production value, with per capita added value (calculated using the new method) reaching 67.2 million VND. Total budget revenue under the city's management exceeded 1,800 billion VND. Two communes achieved the new rural standard that year. The 12th session of the 20th term of the Vinh City People's Council took place over two days (December 22nd and 23rd, 2015).
