Reforming national defense and security education

(Baonghean.vn) - On the afternoon of December 23, the Nghe An Provincial Council for National Defense and Security Education held a conference to summarize its work in 2015 and plan for 2016. Comrade Le Xuan Dai, Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee, and Chairman of the Provincial Council for National Defense and Security Education, presided over the conference.

Also attending were members of the Provincial Party Standing Committee: Colonel Ha Tan Tien, Commander of the Provincial Military Command; Colonel Nguyen Huu Cau, Director of the Provincial Police; and representatives of leaders from relevant departments and agencies.

The conference reviewed the results of the first year of implementing the Law on National Defense and Security Education.

In 2015 – the first year of implementing the Law on National Defense and Security Education – this work received serious attention, leadership, and guidance from Party committees, governments, and the National Defense and Security Education Councils from the provincial to local levels. The activities of the National Defense and Security Education Councils at all levels became more systematic and effective.

Comrade Dau Van Thanh, Deputy Head of the Provincial Party Committee's Organization Department, suggested innovating the forms of education for these target groups.

The work of national defense and security education has achieved high results compared to the set plan. Accordingly: During the year, the Provincial National Defense and Security Education Council conducted surveys, managed, and sent target groups 2, 3, and 4 to participate in training courses on national defense and security knowledge; opened several training courses on national defense and security knowledge for village elders, clan leaders, religious dignitaries, and officials.

Colonel Nguyen Huu Cau, Standing Committee member of the Provincial Party Committee and Director of the Provincial Police, suggested that the quality of training and education for teachers and lecturers should be improved and their knowledge supplemented.

In addition, the Councils at all levels effectively carried out legal propaganda work, with 11,000 members, youth, and students participating. Furthermore, the dissemination of knowledge on national defense and security to the entire population was given attention and implemented by Party committees and authorities at all levels, contributing to raising people's awareness of revolutionary vigilance against the schemes and tactics of hostile forces. During the year, the Provincial Youth Union also coordinated with relevant units to successfully organize a military training course for 350 students.

Colonel Ha Tan Tien, Standing Committee member of the Provincial Party Committee and Commander of the Provincial Military Command, suggested the necessity of developing appropriate and diverse lectures that are relevant to practical situations.

To improve the quality of national defense and security education, the province has focused on training and developing a team of teachers to teach national defense and security education in schools. Currently, the province has 351 teachers of national defense and security education, with sufficient staff to adequately meet the teaching needs at 117 universities, colleges, vocational schools, and high schools.

Comrade Nguyen Dinh Hung expressed the view that the value and significance of the "Military Semester" program should be maintained and promoted.

Comrade Ho Quang Thanh, Director of the Department of Information and Communications of Nghe An province, suggested that it is necessary to further strengthen activities to combat and criticize the distorted narratives of hostile forces on social media and mass media.

At the conference, members of the Provincial National Defense and Security Education Council, along with representatives from various departments and agencies, focused on analyzing and clarifying the achievements and existing limitations, as well as providing advice and suggestions to improve national defense and security education in 2016.

In 2016, the province's overall defense and security tasks, and particularly its defense and security education, required close attention, guidance, and coordination from all levels and sectors.

Comrade Le Xuan Dai, Standing Vice Chairman of the Provincial People's Committee, emphasized the necessity of strengthening the leadership of Party committees and governments at all levels; and the management capacity of the State from the province to the grassroots level in the work of national defense and security education.

Concluding the conference, Comrade Le Xuan Dai - Member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee, and Chairman of the Provincial National Defense and Security Education Council - noted: In implementing the tasks for 2016, the National Defense and Security Education Councils at all levels need to focus on consolidating, strengthening, and promoting the responsibility of each member; intensifying propaganda work, strongly innovating the forms and content to suit the target audience, aiming to raise awareness of national defense and security for all; simultaneously strengthening the training of knowledge for various target groups, especially in special areas; continuing to innovate educational methods, identifying and replicating exemplary models, resolutely combating distorted narratives, and proactively handling situations to avoid being caught off guard.
