Solving the "surplus - shortage" of teachers in Dien Chau

(Baonghean.vn) - In order to concretize the action program to implement the Resolution of the District Party Congress, term XXX, 2015 - 2020, Dien Chau District Party Committee issued Project No. 04/DA/HU, on building schools that meet national standards and solving the problem of surplus teachers, period 2016 - 2020.

Building schools that meet national standards is one of the important targets that the Party Committee, the government and the entire political system at all levels in Dien Chau district focused on leading and directing during the 2010-2015 term. As of October 2015, the whole district had 93/126 schools recognized as meeting standards.

However, among the qualified schools, many have degraded facilities; unqualified schools also fall into a state of not having the facilities to meet national standards.

The situation of both surplus and shortage of teachers and inconsistent subject structure at primary and secondary levels is slowly being resolved, affecting the progress and quality of building standard schools.

Based on the reality, the project sets out a roadmap for the 2016 - 2020 period to strive to build 20 more schools that meet national standards at all levels, bringing the total number of schools meeting national standards in the district to 113/126 schools, reaching 90%; 15 schools meeting level 2 standards; at the same time, continue to improve and improve the criteria of schools that have met the standards.

To achieve these general targets, solutions will be focused on implementation, which is to focus on thoroughly understanding and raising awareness for cadres, teachers and staff about building national standard schools; taking care of building a team of school managers, teachers and staff with sufficient structure, quantity and meeting qualifications and quality.

Strengthen solutions to improve the quality of education; effectively implement universal preschool education for 5-year-old children, maintain and improve the quality of universal primary education at the right age, universal secondary education, and move towards universal secondary education at the right age.

Concentrate all resources on investing in facilities and equipment to meet standard requirements. Carry out comprehensive socialization of investment in building facilities, equipment, and environmental landscapes for schools.

To resolve the situation of surplus teachers on the basis of job arrangement, re-arrangement or sending them to further training, retraining to change jobs; or intensive training to change subjects; or training, retraining to change job positions between levels of education...
