Addressing the "surplus and shortage" of teachers in Dien Chau.
(Baonghean.vn) - In order to concretize the action program to implement the Resolution of the 30th District Party Congress, term 2015 - 2020, the Dien Chau District Party Committee has issued Project No. 04/DA/HU, on building schools that meet national standards and resolving the issue of surplus teachers, giai đoạn 2016 - 2020.
Building schools that meet national standards is one of the important targets that the Party Committee, government, and the entire political system at all levels in Dien Chau district have focused on leading and directing during the 2010-2015 term. As of October 2015, 93 out of 126 schools in the district had been recognized as meeting the standards.
However, among the schools that meet the standards, many have dilapidated facilities; schools that do not meet the standards also lack the necessary infrastructure to meet national standards.
The problem of both teacher shortages and surpluses, along with an uneven distribution of subjects at the primary and secondary school levels, has been slow to be resolved, affecting the progress and quality of building standard schools.
Based on practical experience, the project outlines a roadmap for the 2016-2020 period aiming to build an additional 20 schools meeting national standards at level I across all educational levels, raising the total number of schools meeting national standards in the district to 113 out of 126 schools, or 90%; 15 schools meeting level 2 standards; and simultaneously continuing to improve and enhance the criteria of schools that have already achieved national standards.

To achieve these overall targets, the following solutions will be focused on: concentrating on raising awareness among administrators, teachers, and staff about building national standard schools; and focusing on building a team of school administrators, teachers, and staff that is sufficient in structure and quantity, and meets the required qualifications and quality standards.
Strengthening solutions to improve the quality of education; effectively implementing universal preschool education for 5-year-old children, maintaining and improving the quality of universal primary education at the appropriate age, universal lower secondary education, and moving towards universal lower secondary education at the appropriate age.
Focus all resources on investing in infrastructure and equipment to meet standard requirements. Implement comprehensive social mobilization of investment in building infrastructure, equipment, and environmental landscaping for schools.
Regarding the resolution of teacher surplus, this can be achieved through rearranging and reassigning jobs, providing training and retraining to change jobs, or providing specialized training to switch subjects; or providing training to transfer job positions between different educational levels...
