Previously, people who wanted a criminal record certificate had to go directly to the Department of Justice to complete the procedures, which was quite time-consuming and costly (one day to submit the application, then waiting 10 days to receive the results). Meanwhile, Nghe An province has a large population and a very high demand for criminal record certificates.

To ensure that people understand and grasp the regulations, propaganda efforts have been intensified, and the procedures for issuing vouchers via postal service are publicly posted at the headquarters of commune, ward, and town People's Committees, and at community cultural centers in hamlets and villages throughout the province.

Ms. Nguyen Thu Thuy, Deputy Head of the Administrative and Judicial Affairs Department (Department of Justice), stated: The acceptance of applications via postal service began on November 1, 2015. While the number of applications received is not yet large, the issuance of certificates via postal service has been well-received by the public. To date, the Department of Justice has received 3,727 criminal record applications via post, with approximately 50 applications utilizing the two-way service.
“In parallel with issuing criminal record certificates via postal service, from November 1, 2015, the Nghe An Department of Justice, in coordination with the Technology Department (Ministry of Justice), successfully activated the online criminal record certificate issuance subsystem. This subsystem provides utilities that allow connection with postal services to receive applications and return results. At the same time, it allows the Department of Justice to monitor the processing status (receipt, return) of application requests for citizens, ensuring data connection between application forms and the shared criminal record management software used by all Departments of Justice, and the criminal record management software of the National Criminal Record Center,” Ms. Thuy added.

Mr. Nguyen Quoc Dat, from Bong Khe commune, Con Cuong district, shared: “The implementation of sending criminal record certificates via postal service is truly convenient for people, especially those in remote areas. Instead of making two trips and wasting time waiting to receive documents at the one-stop service center, we only need to go to the office to complete the application and the post office will deliver the documents to our homes. If the application is complete, we can register for two-way service via post, without having to go all the way to Vinh to get the certificate anymore.”
Mr. Dang Xuan Long, a specialist at the one-stop service department, said: “Criminal record certificates are collected and delivered on the same day by postal staff. Implementing postal delivery not only reduces the workload and pressure on the one-stop service department but also provides convenience for citizens as they don't have to wait in line to receive their results.”
However, according to Ms. Nguyen Thu Thuy - Deputy Head of the Administrative and Judicial Affairs Department (Department of Justice), during the implementation process, there are still some limitations such as the loss of documents, incorrect delivery of forms, and limited access to information about the implementation of the postal form issuance service for people, especially in remote areas...
Therefore, in the coming period, it is necessary to focus on promoting awareness of the benefits of this type of service through various forms, while also strengthening guidance for citizens at the one-stop service center to ensure they provide accurate information, thereby ensuring that results are delivered to the "right address". In addition, the Justice sector needs to make greater efforts to shorten the time for delivering administrative results so that citizens do not have to wait.
The postal delivery fee for criminal record certificates is 10,000 VND per case, and the issuance fee is 200,000 VND per case, with a receipt as prescribed; however, for students, those who have rendered meritorious services to the revolution, and relatives of martyrs, the issuance fee is 100,000 VND per case. People belonging to poor households in disadvantaged areas, as defined by Decision No. 1049/QD-TTg dated June 26, 2014, of the Prime Minister, are exempt from the issuance fee for criminal record certificates. With rising gasoline prices, people immediately think about increased travel and living costs. |
