To help people understand and grasp the regulations, propaganda work is promoted, procedures for issuing ballots by post are publicly posted at the headquarters of the People's Committees of communes, wards, and towns, and cultural houses of hamlets, villages, and hamlets in the province.

Citizens can request to choose 2-way service (send documents and receive results) or 1-way service (send documents to the Department of Justice and people come to receive results themselves or go directly to the Department of Justice to do procedures and request results to be sent via postal service to the customer's address).

Ms. Nguyen Thu Thuy - Deputy Head of the Administrative Justice Department (Department of Justice) said: Receiving records via postal service started from November 1, 2015, the number of records received is not much but the issuance of certificates via postal service is supported by the people. Up to now, the Department of Justice has received 3,727 judicial records via postal service, of which about 50 records used the two-way service.

“In parallel with the issuance of criminal records via postal services, since November 1, 2015, the Nghe An Department of Justice has coordinated with the Department of Technology (Ministry of Justice) to successfully activate the online criminal records issuance subsystem. This subsystem provides utilities that allow connection to the postal service to receive documents and return results. At the same time, it allows the Department of Justice to monitor the processing status (receive, return) of requested documents for citizens, ensuring connection of declaration data to the criminal records management software shared by the Departments of Justice, and the criminal records management software of the national criminal records center,” Ms. Thuy added.

Mr. Nguyen Quoc Dat, in Bong Khe commune, Con Cuong district, shared: “The implementation of sending criminal records by post really brings convenience to people, especially those in remote areas. Instead of having to travel twice and wasting time waiting to receive documents at the one-stop department, now we just need to go to fill out the documents and the post office will send the documents to our home. If the documents are complete, we can register for a two-way trip by post, without having to go all the way to Vinh to fill out the form.”

Mr. Dang Xuan Long - a specialist at the one-stop shop said: "The criminal record certificate is picked up and delivered by post office staff on the same day. The implementation of issuing certificates via post not only reduces the workload and pressure for the one-stop shop but also brings convenience to people as they do not have to wait to receive the results."

However, according to Ms. Nguyen Thu Thuy - Deputy Head of the Administrative Justice Department (Department of Justice), during the implementation process, there are still some limitations such as the phenomenon of lost documents, the ballots arriving at the wrong address, and limited access to information about the implementation of the postal ballot issuance service for people, especially in remote areas...

Therefore, in the coming time, it is necessary to focus on promoting propaganda in many forms so that people know the benefits of this type of service, and at the same time, strengthen guidance for people at the one-stop department so that they can provide accurate information, helping to return results to the "right address". In addition, the Justice sector needs to make more efforts in shortening the time to return administrative results so that people do not have to wait.

The postal service fee for sending a criminal record certificate is 10,000 VND/case and the fee for issuing a criminal record certificate with a receipt is 200,000 VND/case; for students, people with revolutionary contributions, and relatives of martyrs, the fee for issuing a criminal record certificate is 100,000 VND/case. People from poor households in disadvantaged areas according to Decision No. 1049/QD-TTg dated June 26, 2014 of the Prime Minister are exempted from the fee for issuing a criminal record certificate. When gasoline prices increase, people immediately think of travel, and living expenses increase accordingly.
