Deputy Minister of Education and Training Nguyen Thi Nghia has just signed and issued regulations on student affairs for regular university training programs, effective from May 23, replacing the old regulations issued in 2007.

Accordingly, the provisions on violations and disciplinary actions against students in the new regulations include content related to health insurance. Students who intentionally pay late or do not pay tuition and health insurance according to school regulations without a valid reason, depending on the severity, will be disciplined from warning, reprimand to forced expulsion.
The situation of students refusing to pay health insurance has happened quite a lot in recent times, but schools are still confused about how to handle it. In March 2016, the University of Social Sciences and Humanities in Ho Chi Minh City announced that it would consider disciplining more than 6,500 students who did not pay social insurance by warning or deducting training points.
Previously, the University of Natural Sciences (Ho Chi Minh City National University) also issued a disciplinary warning to 568 students who did not participate in health insurance for the 2015-2016 school year.
Some other universities also apply warnings and deduct training points for students who do not participate in health insurance, such as Ho Chi Minh City University of Food Industry, University of Transport, Ho Chi Minh City University of Agriculture and Forestry, etc.
Ho Chi Minh City University of Technology issued a school health regulation stating that "if students do not participate in health insurance, they will be suspended from studying for the next semester."
Ho Chi Minh City University of Technology only requires first-year students to purchase health insurance when completing admission procedures. For students from the second year onwards, the school will notify students to support them in purchasing insurance for the following years. If students do not register to purchase insurance through the school, they can register to purchase through their local area or part-time job.
Leaders of many other universities such as Ho Chi Minh City University of Culture, Ho Chi Minh City University of Technology, Hong Bang University, etc. all said that they have not yet applied discipline to students who do not participate in health insurance. The school only continues to encourage and promote students to participate in health insurance to ensure their rights.
