Students will be expelled if they do not pay health insurance.

Deputy Minister of Education and Training Nguyen Thi Nghia has just signed and issued regulations on student affairs for full-time undergraduate training programs, effective from May 23rd, replacing the old regulations issued in 2007.

Accordingly, the new regulations on violations and disciplinary actions for students include provisions related to health insurance. Students who intentionally delay or fail to pay tuition and health insurance fees as required by the school without justifiable reasons will be subject to disciplinary action ranging from a warning and reprimand to expulsion, depending on the severity of the offense.

The issue of students failing to pay health insurance has been quite prevalent recently, yet universities remain hesitant on how to handle it. In March 2016, the University of Social Sciences and Humanities in Ho Chi Minh City announced it would consider disciplinary action against more than 6,500 students who had not paid social insurance, either through warnings or deductions from their academic performance scores.

Previously, the University of Science (Vietnam National University Ho Chi Minh City) also issued a disciplinary notice in the form of a warning to 568 students who did not participate in health insurance for the 2015-2016 academic year.

Several other universities also apply disciplinary measures, such as issuing warnings and deducting points from student conduct grades for students who do not participate in health insurance, including Ho Chi Minh City University of Food Industry, University of Transport, and Ho Chi Minh City University of Agriculture and Forestry…

Ho Chi Minh City University of Technology has issued regulations on school health, which clearly state that "if students do not participate in health insurance, they will be temporarily suspended from studying for the following semester."

Ho Chi Minh City University of Technology only requires first-year students to purchase health insurance during the enrollment process. For students from the second year onwards, the university will announce support for purchasing insurance for subsequent years. If students do not register for insurance through the university, they can register through their local authorities or their part-time workplace.

Leaders of many other universities, such as Ho Chi Minh City University of Culture, Ho Chi Minh City University of Technology, Hong Bang University, etc., all stated that they have not yet applied disciplinary measures to students who do not participate in health insurance. The universities are only continuing to encourage and promote students to participate in health insurance to ensure their rights.
