The Ukrainian Attorney General's Office's decision explained that Mr. Vitko did not appear for questioning. At the same time, the office reiterated that it had sent a document to the Russian officer, whom Kyiv suspects of "deliberate actions aimed at altering Ukraine's borders" and "inciting treason."
Previously, on April 18, information emerged that the Commander of the Russian Black Sea Fleet was given a document by an "anonymous representative of the international express delivery service DIMEX" alleging that he had committed a criminal offense. In response, Vitko stated that he had not received any such letters from the Ukrainian military prosecutor's office and was unaware of their existence.
