The court decision of the Prosecutor General's Office of Ukraine explained that Mr. Vitko did not appear for questioning. At the same time, the agency continued to confirm that it had sent a document to the Russian officer, whom Kiev suspects of "deliberate actions aimed at changing the borders of Ukraine" and "inciting treason".
Earlier, information appeared on April 18 that the Commander of the Russian Black Sea Fleet was handed a document "suspecting" him of committing a criminal offense by an "unknown representative of the international express delivery service DIMEX". In response, Mr. Vitko replied that he had not received any letters from the military prosecutor's office of Ukraine and did not know about their existence.
