In response to the fact that many people filed a complaint against Ms. Tran Thi Ha, Tru Son Commune Police (Do Luong) issued report No. 07 dated April 4 to Do Luong District Police. The report clearly stated that there were 11 people in the area who filed a complaint against Ms. Ha for lending money totaling more than 2 billion VND, but Ms. Ha has not yet paid it back.

Immediately after receiving the report from Tru Son Commune Police, Do Luong District Police immediately deployed an investigation plan and went directly to the commune to record statements from those who filed the petition.

On April 27, Do Luong District Police summoned Ms. Tran Thi Ha to take her statement. Senior Lieutenant Hoang Quoc Ky, investigator, said that at the police station, Ms. Ha admitted to borrowing the amount of money as stated in the complaint. In addition, Ms. Ha also said that if the complaint was filled out, the amount she borrowed would be nearly 3 billion VND.

According to Ms. Ha's statement, when borrowing money from people, she promised to pay interest of 1,300 - 1,500 VND/million/day. After that, Ms. Ha continued to lend to others with interest of 2,000 VND/million/day. The remaining amount, she joined the hui groups in her hometown, bought land. She is currently participating in 45 hui groups and has bought 2 plots of land.

At the police station, Ms. Ha filed a complaint against the people she lent money to. According to the complaint, of the 14 people she lent money to, 11 were from Hamlet 6, Dai Son Commune; 3 were from Hien Son Commune. The total amount of money borrowed was about 3 billion VND. For example: Ms. Ha accused Ms. Nguyen Thi Loan, Hamlet 6, Dai Son Commune (Do Luong) of borrowing 790 million VND from her on October 22, 2015 (AL); Ms. Nguyen Thi Thuyet, Hamlet 6, Dai Son Commune (Do Luong) of borrowing 670 million VND from Ms. Ha on October 26, 2015 (AL)...

To verify Ms. Ha’s statements, Do Luong District Police issued summonses to a number of people to whom Ms. Ha lent money to clarify the content of the loan and the purpose of the loan. However, those who were summoned did not come to Do Luong District Police Headquarters to work as requested.

Lieutenant Colonel Nguyen Duc Thinh - Deputy Head of Do Luong District Police: After receiving the petition, the district police investigation agency quickly went in to verify and clarify. Up to now, through initial investigation and verification, there is no basis to determine whether there are signs of a crime or not? Currently, Do Luong District Police are continuing to expand the investigation and, in addition, tightening the assurance of security and order in the area...

"Previously, in Giang Son Dong and Tan Son communes, there were cases of hui groups collapsing with tens of billions of dong. Many families paid billions of dong to the subjects with the promise of high interest rates, but only after the collapse did they realize they had been scammed. However, many people did not take that as a lesson to stay away... We hope the press will get involved in informing and propagandizing, warning people about the consequences of participating in hui groups and black credit," said Lieutenant Colonel Thinh.
