(Baonghean.vn) - Immediately after receiving a complaint from the public, the Do Luong District Police (Nghe An) conducted an investigation to clarify the matter. Initially, the police determined that there were no signs of a crime being committed.

Following numerous complaints from residents against Ms. Tran Thi Ha, the Tru Son Commune Police (Do Luong District) submitted report No. 07 dated April 4th to the Do Luong District Police. The report clearly states that 11 people in the area have filed complaints alleging they lent Ms. Ha a total of over 2 billion VND, which she has yet to repay.

Immediately after receiving the report from Tru Son Commune Police, Do Luong District Police deployed an investigation plan and went directly to the commune to record statements from those who had filed complaints.

On April 27th, the Do Luong District Police summoned Ms. Tran Thi Ha for questioning. Investigator Lieutenant Hoang Quoc Ky stated that at the police station, Ms. Ha admitted to borrowing the amount of money as described in the citizens' complaint. Furthermore, Ms. Ha stated that if all the citizens' complaints were true, the total amount she borrowed would be nearly 3 billion VND.

According to Ms. Ha's testimony, when borrowing money from people, she promised to pay interest of 1,300-1,500 VND per million VND per day. She then lent the money to others at an interest rate of 2,000 VND per million VND per day. The remaining money was used to participate in informal lending groups in her hometown and to buy land. Currently, she is participating in 45 such groups and has purchased two plots of land.

At the police station, Ms. Ha filed a complaint against those she lent money to. According to the complaint, the list of 14 people to whom Ms. Ha lent money includes 11 people from Hamlet 6, Dai Son Commune; and 3 people from Hien Son Commune. The total amount borrowed is approximately 3 billion VND. For example, Ms. Ha accused Ms. Nguyen Thi Loan, Hamlet 6, Dai Son Commune (Do Luong District), of borrowing 790 million VND from her on October 22, 2015 (Lunar Calendar); Ms. Nguyen Thi Thuyet, Hamlet 6, Dai Son Commune (Do Luong District), of borrowing 670 million VND from Ms. Ha on October 26, 2015 (Lunar Calendar)...

To verify Ms. Ha's statements, the Do Luong District Police issued summonses to several people to whom she had lent money, to clarify the terms and purposes of the loans. However, those summoned did not appear at the Do Luong District Police headquarters as requested.

"Previously, in Giang Son Dong and Tan Son communes, there were cases of informal lending schemes collapsing, involving tens of billions of dong. Many families paid billions of dong to these individuals with promises of high interest rates, only to realize they had been cheated after the scheme collapsed. However, many people did not learn from this experience to avoid it... We hope the press will get involved in reporting and warning people about the consequences of participating in informal lending schemes and loan sharking," Lieutenant Colonel Thinh said.
