People are least satisfied when doing real estate procedures

Considering many criteria on service access, attitude of civil servants when serving... people are least satisfied when doing real estate procedures compared to doing other procedures.

According to the announcement of the Ministry of Home Affairs on the satisfaction index of people and organizations with administrative agencies in 2015 (SIPAS 2015), in the 6 surveyed areas including granting of Identity Cards, Land Use Right Certificates, Housing Construction Permits, Marriage Registration Certificates, Birth Certificates and Authentication, people were least satisfied with the procedures for granting land use right certificates.

Specifically, the number of people satisfied with the entire process of handling procedures for granting Land Use Rights Certificates is 74.4% of respondents, in the satisfaction index for the entire process of handling procedures for granting Identity Cards: 83.4%; Procedures for granting housing construction permits 78.4%; Authentication procedures 86%; Marriage procedures 89.5%; Birth certificate procedures 87.5%.

Regarding satisfaction with service access, among respondents, the number of people satisfied accounted for 73-86% in all 6 surveyed procedures. The procedure for granting land use right certificates had the lowest rate of people satisfied with service access at 73.7%.

The rate of people surveyed who feel satisfied with the service of civil servants for 6 procedures is from 74-87%, in which the procedure for granting land use right certificates has the lowest rate of people satisfied at 74.3%.

Thus, the procedure for granting land use right certificates received the least satisfaction, which also reflects the current reality that people still have many concerns about this field. Meanwhile, the procedures for birth certificates, marriage registration, and authentication have been improved.

Assessing the objectivity of the survey results on people's satisfaction index, Mr. Nguyen Van Pha, Vice Chairman of the Central Committee of the Vietnam Fatherland Front, said that the Program on surveying people's and organizations' satisfaction with administrative agencies in 2015, in coordination between the Ministry of Home Affairs, the Standing Committee of the Central Committee of the Vietnam Fatherland Front and the Central Committee of the Vietnam Veterans Association on the implementation of determining the Satisfaction Index of people and organizations with the services of state administrative agencies in 2015, has been fully implemented in all contents, in accordance with the correct method and achieved the set results and goals.

The three agencies have actively and effectively coordinated in implementing the tasks set out in the Coordination Program between the three agencies. At the same time, the three agencies have also directed their subordinate agencies to conduct a good survey to determine the Satisfaction Index in 10 provinces and cities, contributing to ensuring honest and objective survey results. The enthusiastic participation of civil servants, cadres of the Fatherland Front and the Veterans Association at the commune level in inviting and encouraging people to participate in the survey contributed to the success in the survey response rate (reaching 78.53%).

"With proper adherence to the method and close supervision of three agencies throughout the survey, data synthesis and analysis process, the obtained indicators and information are highly reliable," said Mr. Pha./.
