People are least satisfied when going through land and property procedures.

Considering various criteria such as service accessibility and the attitude of civil servants, citizens are least satisfied when dealing with land and property procedures compared to other procedures.

According to the Ministry of Interior's announcement on the Satisfaction Index of Citizens and Organizations with Administrative Agencies in 2015 (SIPAS 2015), in the six areas surveyed including the issuance of National Identity Cards, Land Use Right Certificates, Housing Construction Permits, Marriage Registration Certificates, Birth Certificates, and Notarization, citizens were least satisfied with the procedure for issuing land use right certificates.

Specifically, 74.4% of respondents were satisfied with the entire process of obtaining a land use right certificate. The satisfaction index for the entire process of obtaining a National Identity Card was 83.4%; for obtaining a house construction permit 78.4%; for notarization 86%; for marriage registration 89.5%; and for birth certificate issuance 87.5%.

Regarding satisfaction with service access, among respondents, the percentage of satisfied people ranged from 73-86% across all six procedures surveyed. The procedure for issuing land use right certificates had the lowest satisfaction rate at 73.7%.

The percentage of respondents who felt satisfied with the service provided by civil servants for the 6 procedures ranged from 74-87%, with the procedure for issuing land use right certificates having the lowest satisfaction rate at 74.3%.

Thus, the procedure for issuing land use right certificates received the least satisfaction, which accurately reflects the current reality that people still have many grievances in this area. Meanwhile, procedures for birth certificates, marriage registration, and notarization have improved.

Assessing the objectivity of the survey results on people's satisfaction index, Mr. Nguyen Van Pha, Vice Chairman of the Central Committee of the Vietnam Fatherland Front, stated that the 2015 program to survey people's and organizations' satisfaction with administrative agencies, a collaboration between the Ministry of Interior, the Standing Committee of the Central Committee of the Vietnam Fatherland Front, and the Central Committee of the Vietnam Veterans Association, aimed at determining the satisfaction index of people and organizations with the services of state administrative agencies in 2015, had been fully implemented in all aspects, according to the correct methodology, and achieved the set results and objectives.

The three agencies have actively and effectively coordinated in implementing the tasks set out in the cooperation program between the three agencies. At the same time, the three agencies have also directed their subordinate agencies to conduct surveys to determine the Satisfaction Index in 10 provinces and cities, contributing to ensuring honest and objective survey results. The enthusiastic participation of civil servants and officials of the Fatherland Front and the Veterans Association at the commune level in inviting and encouraging people to participate in the survey contributed to the success in the survey response rate (reaching 78.53%).

"With adherence to proper methodology and close supervision by the three agencies throughout the survey and data compilation and analysis process, the indicators and information obtained are highly reliable," Mr. Pha stated.
