My name is: Manh Loc Khoa, address: Block 10, Ha Huy Tap ward, Vinh city, Nghe An province.My family is currently the owner of apartment number 153, building C1 in Doi Cung apartment complex, Doi Cung ward, Vinh city..
In 2003, this apartment was sold by Nghe An Housing Investment and Development Company (now Hanoi Housing Investment and Development Company No. 30) to Ms. Tran Thi Hoe, residing in Doi Cung ward. Because Ms. Hoe did not need to use it, she transferred it to Ms. Vo Thi Hien, who then sold it to me in 2007. At that time (2007), my family and Ms. Hien only made handwritten sales documents with each other. Ms. Hien had received the full transfer amount as agreed and the two parties had not yet completed the procedures in accordance with the regulations. The documents that my family still retains include:
1. Apartment sale and purchase contract No. 115/HD-MBN dated December 6, 2003 between Ms. Tran Thi Hoe and Nghe An Housing Investment, Construction and Trading Company.
2. Minutes of apartment handover of Hanoi Housing Investment and Development Company No. 30 dated August 3, 2006
3. Receipt in the name of Ms. Tran Thi Hoe collected by Nghe An Housing Investment and Trading Company with the amount of 138,755,926 VND.
4. Handwritten paper transferring apartment from Vo Thi Hien to my family.
5. Handwritten document transferring apartment from Ms. Tran Thi Hoe to Ms. Vo Thi Hien
Now implementing the policy of granting certificates of house ownership, but my family has lost the original apartment purchase contract, based on Notice No. 675/TB-UBND.DC dated October 23, 2015 of the People's Committee of Nghe An province, currently the Housing Investment and Development Company, Vinh City People's Committee is publicly announcing the granting of certificates of house ownership to my family within 60 days of public announcement.
Therefore, my family has this notice on Nghe An Electronic Newspaper (baonghean.vn) with the above content. Within 60 days from the date of posting the notice, if anyone has any questions, complaints or denunciations, please send a petition to the People's Committee of Doi Cung Ward, Vinh City, Nghe An Province or send a petition to the Vinh City Land Use Rights Registration Office (address: No. 27, Le Mao Street, Le Mao Ward, Vinh City). After the above time, if no one has any comments, my family will complete the procedures to request the State to issue a Certificate of house ownership rights in accordance with regulations.
