My name is Mạnh Lộc Khoa, address: Block 10, Hà Huy Tập Ward, Vinh City, Nghệ An Province.My family currently owns apartment number 153, building C1 in the Doi Cung apartment complex, Doi Cung ward, Vinh City..
In 2003, this apartment was sold by the Nghe An Housing Investment and Development Company (now Hanoi Housing Investment and Development Company No. 30) to Ms. Tran Thi Hoe, residing in Doi Cung Ward. Since Ms. Hoe did not need to use it, she transferred it to Ms. Vo Thi Hien, who then sold it to me in 2007. At that time (2007), my family and Ms. Hien only made a handwritten sales agreement. Ms. Hien received the full transfer amount as agreed, and neither party completed the necessary procedures according to regulations. The documents my family still possesses include:
1. Apartment purchase contract No. 115/HĐ-MBN dated December 6, 2003, between Ms. Tran Thi Hoe and Nghe An Housing Investment, Construction and Business Company.
2. Minutes of handover for apartment use by Hanoi Housing Investment and Development Company No. 30 dated August 3, 2006
3. A receipt in the name of Ms. Tran Thi Hoe, issued by Nghe An Housing Investment and Business Company, for the amount of 138,755,926 VND.
4. Handwritten document transferring ownership of the apartment from Vo Thi Hien to my family.
5. Handwritten document transferring ownership of the apartment from Ms. Tran Thi Hoe to Ms. Vo Thi Hien
Currently, in accordance with the policy of issuing Certificates of Ownership for housing, my family has lost the original purchase contract for the apartment. Based on Notice No. 675/TB-UBND.ĐC dated October 23, 2015, from the People's Committee of Nghe An province, the Housing Investment and Development Company of Vinh City People's Committee is publicly announcing the issuance of Certificates of Ownership for housing to my family for a period of 60 days.
Therefore, my family has posted this notice on the Nghe An Online Newspaper (baonghean.vn) with the above content. Within 60 days from the date of this notice, if anyone has questions, complaints, or denunciations, please send your application to the People's Committee of Doi Cung Ward, Vinh City, Nghe An Province, or to the Land Use Rights Registration Office of Vinh City (address: 27 Le Mao Street, Le Mao Ward, Vinh City). After this period, if no one raises any objections, my family will complete the procedures to request the State to issue a Certificate of Ownership of Housing in accordance with regulations.
