Nghe An: Launching campaign to launch GPMB for key projects

(Baonghean.vn) - On June 2, a working delegation of the Provincial People's Committee led by Mr. Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, made a survey trip to resolve difficulties, hand over land to investors to implement projects in Nam Cam Industrial Park, and the construction progress of roads D4 and N5.

Also attending were Vice Chairman of the Provincial People's Committee Le Ngoc Hoa, leaders of departments and branches: Provincial People's Committee Office, Provincial Police, Southeast Economic Zone Management Board, Natural Resources and Environment, Finance, Construction, Planning and Investment.

Currently, the total land area of ​​Nam Cam Industrial Park (after adjustment is 371.1 ha), of which the land for building the factory is 298.3 ha, divided into 3 areas A, B, C. The current difficulty is the compensation for land acquisition when handing over land to investors, especially in area A. The total area has been decided to recover 93.24 ha. Currently, Area A has 1.15 ha in the territory of Nghi Long and Nghi Thuan communes that have been compensated for land acquisition but have not been recovered and 0.88 ha in Nghi Long commune has not yet established a compensation plan for land acquisition.

The total area that the Southeast Economic Zone Management Board has leased to the Infrastructure Development Investment Joint Stock Company is 91.6 hectares, and the company has leased 44.72 hectares to 9 enterprises. Currently, there are 5 projects with a total area of ​​30.72 hectares that have been leased land but have not yet implemented the site clearance work.

Thus, the area of ​​area A that has not been leased by investors is 46.88 hectares and is being re-occupied by the people. In area B (area of ​​122.7 hectares), there are still about 4.63 hectares that people are re-encroaching on for production.

The 7.1 km long D4 road is now basically open, many sections are being paved by contractors.

On the same day, the delegation inspected routes D4 and N5 located in the Southeast economic zone, which are the two main routes serving the transportation of products of Song Lam Cement Joint Stock Company and serving people's lives. Routes D4 and N5 connect Song Lam Cement Factory located in Do Luong district with the Clinker Grinding Station and Nghi Thiet seaport (Nghi Loc).

Currently, N5 road (section 2 invested by Dong Nam Economic Zone) is nearly 5km long, the foundation and drainage have been completed, but there is no land to construct M2 bridge pier and 45 households in section Km4+358-Km4+694 (Nghi Thuan). Nghi Loc district and related departments are striving to hand over N5 road by June 30, 2016.

Road D4, 7.1 km long, has basically been opened to traffic and is under construction with a total length of 6.1 km/7.1 km, with 0.75 km remaining in the Nghi Thiet section.

Comrade Le Ngoc Hoa - Vice Chairman of the Provincial People's Committee said that in order to clear land for the construction of the grinding station, roads N5 and D4, it is necessary to use coercive measures, resolutely and completely handle the problems, and households that are still delaying illegally.

After surveying the areas where the land has not been cleared and listening to the opinions of the leaders of departments, branches and leaders of Nghi Loc district, and enterprises, concluding the working session, comrade Nguyen Xuan Duong - Chairman of the Provincial People's Committee emphasized: Song Lam Cement Factory Project is one of the major investment projects in Nghe An, expected to sell the first batch of products by the end of 2016 and currently the equipment has arrived at the port.

However, site clearance at some locations is very slow, causing difficulties for investors and construction units.

In order for the project to be completed on schedule, the Chairman of the Provincial People's Committee requested the entire political system from the province, Nghi Loc district to the commune to participate, identifying site clearance as an important political task. Departments, branches and localities need to coordinate to launch a synchronous campaign in site clearance.

District leaders need to regularly inspect, review, and propagate to people to understand the purpose and meaning of the project, thereby raising awareness of some households that are still procrastinating and opposing...

Comrade Nguyen Xuan Duong chaired the meeting with departments and businesses, emphasizing that in order to create favorable conditions for investors to construct large projects, it is necessary to launch a peak period of site clearance and compensation, determined to complete this work by the end of June 2016.

Regarding the problems related to land acquisition and clearance in Nam Cam Industrial Park, the Chairman of the Provincial People's Committee emphasized that compensation for land acquisition and clearance must be unified, not allowing the phenomenon of each enterprise running for their own money, making it difficult for other enterprises; in cases where compensation has been made satisfactorily and in accordance with the law but still deliberately causing difficulties, administrative measures must be applied and resolutely resolved.

He also agreed with the recommendations of some businesses in Nam Cam Industrial Park.
