Nghe An: Launching a campaign to clear land for key projects.

(Baonghean.vn) - On June 2nd, a delegation from the Provincial People's Committee, led by Mr. Nguyen Xuan Duong – Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, conducted a survey to resolve obstacles and hand over land to investors for project implementation in the Nam Cam Industrial Park, and to discuss the construction progress of roads D4 and N5.

Accompanying him were Vice Chairman of the Provincial People's Committee Le Ngoc Hoa, and leaders from various departments and agencies: the Provincial People's Committee Office, the Provincial Police, the Southeast Economic Zone Management Board, the Department of Natural Resources and Environment, the Department of Finance, the Department of Construction, and the Department of Planning and Investment.

Currently, the total land area of ​​Nam Cam Industrial Park (after adjustment is 371.1 hectares), of which 298.3 hectares are for factory construction, divided into three zones: A, B, and C. The current challenge lies in land compensation and clearance when allocating land to investors, especially in Zone A. A total of 93.24 hectares have been subject to land acquisition decisions. Zone A still has 1.15 hectares in Nghi Long and Nghi Thuan communes where land compensation and clearance have been completed but the land has not yet been acquired, and 0.88 hectares in Nghi Long commune for which no land compensation plan has been drawn up.

The total area that the Southeast Economic Zone Management Board has leased to the Infrastructure Development Investment Joint Stock Company is 91.6 hectares. The company has leased 44.72 hectares to 9 enterprises. Currently, there are 5 projects with a total area of ​​30.72 hectares that have been leased land but have not yet commenced land leveling work.

Thus, the area in Zone A that has not yet been leased to investors is 46.88 hectares and is currently being re-cultivated by local people. In Zone B (122.7 hectares), there are still approximately 4.63 hectares that people have encroached upon for production.

The 7.1 km long D4 road is now basically open to traffic, with many sections currently being paved by the contractor.

On the same day, the delegation inspected the D4 and N5 roads located in the Southeast Economic Zone, which are the two main routes serving the transportation of products of Song Lam Cement Joint Stock Company and serving the needs of the local population. The D4 and N5 roads connect the Song Lam Cement Plant in Do Luong district with the Clinker Grinding Station and Nghi Thiet seaport (Nghi Loc).

Currently, the N5 road (section 2, invested by the Southeast Economic Zone) is nearly 5km long. The roadbed and drainage systems have been completed, but there is still no land available for the construction of the M2 bridge abutments and for 45 households in the section from Km4+358 to Km4+694 (Nghi Thuan). Nghi Loc district and relevant departments are striving to complete the N5 road by June 30, 2016.

The 7.1 km long D4 road is now basically open to traffic and construction is underway on 6.1 km out of 7.1 km, with 0.75 km remaining in the Nghi Thiet section.

Comrade Le Ngoc Hoa - Vice Chairman of the Provincial People's Committee, stated that in order to clear land for the construction of the crushing plant and roads N5 and D4, coercive measures must be used, and obstacles must be resolutely resolved, including households that are still illegally delaying the process.

After surveying the areas where land clearance has not yet been completed and listening to the opinions and suggestions of leaders from various departments, agencies, and Nghi Loc district, as well as businesses, concluding the meeting, Mr. Nguyen Xuan Duong - Chairman of the Provincial People's Committee - emphasized: The Song Lam Cement Plant project is one of the major investment projects in Nghe An, with the first batch of products expected to be sold by the end of 2016, and the equipment has already arrived at the port.

However, land clearance at some locations is progressing very slowly, causing difficulties for investors and construction companies.

To ensure the project is completed on schedule, the Chairman of the Provincial People's Committee requested that the entire political system, from the province and Nghi Loc district down to the commune level, get involved, recognizing land clearance as a crucial political task. Departments, agencies, and localities need to coordinate and launch a synchronized land clearance campaign.

District leaders need to regularly inspect, review, and educate the people about the purpose and significance of the project, thereby raising awareness among some households that are still reluctant or resistant...

Comrade Nguyen Xuan Duong chaired the working session with departments, agencies, and businesses, emphasizing that in order to create favorable conditions for investors to construct large projects, a peak period of land clearance must be launched, and this work must be resolutely completed by the end of June 2016.

Regarding the obstacles related to land clearance for the Nam Cam Industrial Park, the Chairman of the Provincial People's Committee emphasized that compensation for land clearance needs to be unified, preventing a situation where each party acts independently, causing difficulties for other businesses; in cases where compensation has been adequately and legally paid but people still deliberately create difficulties, administrative measures will be applied, and the area will be resolutely cleared.

He also agreed with and concurred with the proposals of several businesses in the Nam Cam Industrial Park.
