Tuition fee waivers and reductions, and financial assistance for poor students.
In order to implement the policy of waiving or reducing tuition fees and supporting learning costs for poor students, the Ministry of Education and Training has recently sent a document to the Chairpersons of the People's Committees of provinces and centrally-administered cities.

This year, due to extreme weather conditions, many localities have been affected by natural disasters such as floods, droughts, and environmental pollution, seriously impacting the lives and livelihoods of people, especially poor families and those directly affected by natural disasters.
The Ministry of Education and Training requests that the Chairpersons of the People's Committees of provinces and centrally-administered cities pay special attention to waiving or reducing tuition fees and providing financial support for students from disadvantaged backgrounds, poor households, and those with difficult circumstances. They should also address the issue of illegal tutoring and put an end to excessive fees that are causing public concern.
To ensure that all students from disadvantaged backgrounds, and students from areas affected by natural disasters and environmental pollution, can attend school for the new academic year, and that no student has to drop out due to lack of funds for tuition and study expenses, the Ministry of Education and Training also requests the Chairpersons of the People's Committees of provinces and centrally-administered cities, within their authority and based on the local budget balance, to issue additional policies on tuition fee exemptions and reductions and support for study expenses for these students.
Previously, on August 18, 2016, the Ministry of Education and Training issued Official Letter No. 4038/BGDĐT-KHTC to the People's Committees of provinces and centrally-administered cities requesting them to determine specific annual tuition fees in accordance with the economic conditions of each locality and the actual ability of people to contribute, while simultaneously implementing tuition fee exemption and reduction policies in accordance with the regulations in Government Decree No. 86/2015/NĐ-CP dated October 2, 2015, on the mechanism for collecting and managing tuition fees for educational institutions belonging to the national education system and policies on tuition fee exemption and reduction, and support for learning costs from the 2015-2016 school year to the 2020-2021 school year.
