Tuition exemption, reduction and support for study costs for poor students

In order to implement the policy of exempting and reducing tuition fees and supporting study costs for poor students, the Ministry of Education and Training has just sent an official dispatch to the Chairmen of the People's Committees of provinces and centrally-run cities.



This year, due to harsh weather, many localities suffered from natural disasters such as floods, droughts, environmental pollution... seriously affecting the lives and livelihoods of people, especially poor households and families directly affected by natural disasters.

The Ministry of Education and Training requests the Chairmen of the People's Committees of provinces and centrally-run cities to pay special attention to exempting and reducing tuition fees and supporting study costs for policy-based students, poor students and students with difficult circumstances. Correct the situation of illegal extra teaching and learning, and put an end to the situation of overcharging, causing social outrage.

To ensure that all students in difficult circumstances, students in areas affected by natural disasters and environmental pollution can go to school during the new school year, and that no students have to drop out of school because they do not have money to pay tuition and cover study costs, the Ministry of Education and Training also requests the Chairmen of the People's Committees of provinces and centrally run cities within their authority and based on the ability to balance the local budget to issue additional policies to exempt or reduce tuition fees and support study costs for students.

Previously, on August 18, 2016, the Ministry of Education and Training issued Official Dispatch No. 4038/BGDĐT-KHTC to the People's Committees of provinces and centrally-run cities on the proposal to decide on specific annual tuition fees in accordance with the economic conditions of each residential area and the actual contribution capacity of the people, and at the same time implement tuition exemption and reduction policies in accordance with the provisions of Decree No. 86/2015/ND-CP dated October 2, 2015 of the Government on the mechanism of collecting and managing tuition fees for educational institutions in the national education system and policies on tuition exemption and reduction, and support for learning costs from the 2015-2016 school year to the 2020-2021 school year./.
