During a press conference at the BRICS summit in Goa, India, on October 16, Russian President Putin made several notable statements regarding Russia-US relations, Ukraine's attempts to delay the implementation of the Minsk 2 agreement, and Western sanctions against Russia.

Relations between Russia and the US have been broken since the Yugoslav era.

When asked by a journalist whether the breakdown in Russia-US relations was due to the Syrian issue, President Putin replied bluntly: "You are mistaken."

“Remember what happened in the former Yugoslavia – it all started there. I wasn’t President then. Was I the one who made the ‘historic turnaround’ in the Atlantic? In my opinion, former Prime Minister Primakov did it,” President Putin emphasized.

Furthermore, President Putin also addressed the issue of Iraq, asserting that Russia was not the one initiating a solution to the Iraqi problem. “We were not the ones who initiated a solution to the Iraqi problem (through violence). I was convinced of the necessity of this solution, including by the leaders of Germany and France,” Putin said.

According to the Russian President, after former Iraqi President Saddam Hussein was hanged, all Western officials were very pleased and told Russia: "There, you protested, and we came and won." "Did they really win? That's the point. Iraq, like Libya, was not previously a center of terrorism. After being devastated, these countries became breeding grounds for terrorism," President Putin added.

“And now they are attacking Mosul (a city in Iraq), home to millions of people, with air power, artillery, and tanks. What are the consequences? And in Libya now, I don't understand what they are doing – the government doesn't exist, Libya has become a breeding ground for terrorism, and millions of people have been displaced. And you think that because of Syria we changed our relationship with the US? No, it's not because of Syria, but because of the efforts of some countries to force other countries and the whole world to accept their solution,” Putin concluded.

Ukrainian President Poroshenko

Poroshenko is doing everything he can to avoid implementing Minsk 2.

According to President Putin, Ukrainian President Poroshenko's statement that security in Donbass is an insurmountable problem is merely an excuse for Ukraine to avoid implementing the political provisions of the Minsk-2 Agreement (such as reforming the Ukrainian Constitution, accepting special autonomous status for Donbass...).

Earlier, during a visit to the government-controlled Donbass region, Ukrainian President Poroshenko emphasized that "due to a series of unresolved security issues, Ukraine will not continue to take steps in the political process" of the Minsk 2 Agreement.

"I believe that's just an excuse for not taking any political steps. At the very least, we need to act in parallel, implementing security measures while also taking long-term political steps to resolve the issue. Without these steps, resolving the Donbass crisis is impossible," Putin told reporters.

According to the Russian President, the need to amend the Ukrainian Constitution was mentioned quite clearly in the Minsk 2 Agreement, and "if that is not done, then the current authorities will not be ready to resolve the issue thoroughly."

The sanctions are only aimed at containing Russia.

Regarding the issue of Ukraine, President Putin emphasized that the West's imposition of sanctions against Russia on the grounds that Russia caused the crises in Ukraine or Syria will not solve anything. It is merely a policy of containing Russia and hindering its development.

Putin also emphasized Russia's stance on any sanctions. "These are counterproductive; there's nothing good about them, but the main point is that these sanctions will never achieve the goals that those who imposed them set out," President Putin asserted.

"Generally speaking, regarding sanctions, whether they are due to events in southeastern Ukraine, or something else, even Syria, I assure you that the purpose of those who drafted and promoted these sanctions is not to resolve any specific issue, in this case, the Ukrainian issue. The main purpose of these sanctions is to contain Russia."

Therefore, even without the Ukraine issue, they would have come up with other reasons (to impose sanctions on Russia). The fact that Russia has become a full partner on the international stage, maintaining internal political unity and demonstrating a willingness to work with all partners, clearly does not please them (the West).

"Operation on the international stage requires concessions and compromises, but they want to make laws for these compromises. This style has been established in the US over the last 15-20 years, and they will never be able to abandon it – dialogue usually doesn't exist," Putin emphasized.

Regarding the public opinion that the Brazilian president is a pro-American.

Regarding the public opinion suggesting that the Brazilian president may have been "recruited" by Washington, President Putin said he was unaware of this opinion and argued that it stemmed from "certain viewpoints of individuals that will only serve the interests of their own country."

“I don’t know and I don’t care who or where the recruitment took place. To a certain extent, people want to serve the interests of their country and their people. Even in theory, I can’t imagine any other way of thinking,” President Putin asserted when asked to comment on Wikileaks documents suggesting that the current Brazilian President Temer may have been recruited by US intelligence agencies.

According to President Putin, Russia has always worked with representatives of the current Brazilian government and wishes to build good relations with Brazil. Russian-Brazilian relations are currently good and nothing has changed.
