During a press conference at the BRICS Summit in Goa, India on October 16, Russian President Putin made several notable statements about Russia-US relations, Ukraine's attempts to delay the implementation of the Minsk 2 Agreement, and Western sanctions against Russia.

According to President Putin, Ukrainian President Poroshenko's statement that security in Donbass is an unsolvable problem is just an excuse for Ukraine to avoid implementing the political contents of the Minsk-2 Agreement (such as reforming the Ukrainian Constitution, accepting to grant special autonomous status to Donbass...).

Earlier, during an inspection visit to the Donbass region controlled by the Government, Ukrainian President Poroshenko stressed that “due to a series of unsecured security issues, Ukraine will not continue to take steps in the political process” of the Minsk 2 Agreement.

“I think that this is just an excuse not to take any steps in the political aspect. At least we need to act in parallel, taking security measures and taking long-term political steps to solve the problem. Without these steps, it is impossible to resolve the Donbass crisis,” Putin told reporters.

According to the Russian President, the need to change the Ukrainian Constitution was clearly mentioned in the Minsk Agreement 2 and “if that is not done, the current authorities will not be ready to solve the problem radically”.

Sanctions are only intended to contain Russia

Referring to the Ukraine issue, President Putin emphasized that the West's imposition of sanctions against Russia on the grounds that Russia caused the crisis in Ukraine or Syria will not solve any problems. It is only a policy of containing Russia and its development.

Mr. Putin also emphasized Russia's stance on any sanctions. "They are counterproductive, there is nothing good in them, but the main thing is that these sanctions will never achieve the goals that those who drew up these sanctions set in advance," President Putin affirmed.

“Working in the international arena requires concessions and compromises, but they want to legislate for them. This style has been developed in the United States over the past 15-20 years and they will never abandon it – dialogue usually does not exist,” Putin stressed.

Regarding the opinion that the Brazilian President seemed to have been “recruited” by Washington, President Putin said he was unaware of this opinion and said that it came from “a certain human point of view that will only serve the interests of their country.”

“I don’t know and I don’t care who and where they were recruited. To a certain extent, people want to serve the interests of their country and people. Even in theory, I can’t imagine a different way of thinking,” Putin said when asked to comment on Wikileaks documents that suggest that current Brazilian President Temer was recruited by US secret services.

According to President Putin, Russia has always worked with the current government representatives and wants to build good relations with Brazil. Russia-Brazil relations are currently good and nothing has changed.
