Focus on speeding up the progress of Vinh urban development project

(Baonghean.vn) - On the morning of October 26, a working delegation of the Provincial People's Committee led by Comrade Nguyen Xuan Duong, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee inspected the progress of the Medium-sized Urban Development Project in Vietnam - Vinh Sub-project. Accompanying the delegation were:Vo Viet Thanh, Member of the Provincial Party Committee, Secretary of Vinh City Party Committee;Huynh Thanh Dien, Vice Chairman of the Provincial People's Committee and representatives of Departments, branches and Vinh City People's Committee.

Before working, the delegation went to the field to check the progress of the bid packages, listened to reports on specific problems in the field of the bid packages of the 35m road along Lam River, the regulating lake, the ancient citadel moat, Vinh - Hung Tay road, and the resettlement area of ​​the 72m road.

According to the report of Vinh City People's Committee, the Medium-sized Urban Development Project in Vietnam - Vinh Sub-project has completed 5 packages as of October 25, including: construction of resettlement area in hamlet 5, Nghi Phu commune, school sanitation renovation, upgrading and renovation of North Canal section 1, upgrading and renovation of ditch number 3, upgrading and renovation of North Canal section 2.

The packages under construction include: North Canal, Section 3; resettlement area of ​​Quan Bau Ward; upgrading the main pumping station and a new pumping station with a capacity of 10,500 m3/day and a self-flowing canal to the main pumping station; upgrading and renovating Cua Nam Lake, building a regulating lake; upgrading and renovating the canal around Vinh Citadel; building Hung Tay - Vinh road (3 packages) and building the road connecting National Highway 46 and the road along Lam River (2 packages).

Currently, due to problems in site clearance in some packages under construction, the overall progress of the project has been seriously affected. The packages do not have enough clean land to carry out construction items to ensure progress, and some packages have had to extend the implementation time many times.

According to the Decision approving the project 4522/QD.UBND-CN dated April 20, 2016 of Nghe An Provincial People's Committee, the project implementation period is until June 2017. If in November 2016, the compensation work has not been completed, the project will not be able to complete on time as committed to the World Bank.

At the working session with the sectors and city leaders this morning, the City People's Committee also proposed to the Chairman of the Provincial People's Committee and the sectors to pay more attention to supporting the site clearance and timely disbursement of capital. Up to now, the total disbursed capital of the Vinh City Sub-project is 42.020 million USD, reaching 50% of the total current project capital, the project implementation time is 77%.

Comrade Nguyen Xuan Duong, Chairman of the Provincial People's Committee, concluded by assigning the city the task of concentrating all forces on the Vinh urban sub-project.

After listening to opinions, Chairman of the Provincial People's Committee Nguyen Xuan Duong affirmed:ProjectMedium-sized urban development in Vietnam - Vinh Sub-project is an important project of great significance to Vinh city and Nghe An province.All items, if completed, will create a new look, improve the city's infrastructure and allow for other projects to be exploited.The city must concentrate all its efforts to complete the project and ensure its commitment to the World Bank, considering this a top political task.

Despite the drastic and intense involvement of the city, all levels and sectors, and the resolution of many difficulties and obstacles, progress is still slow. By August 2017, the project was completed but there was still a lot of work to do.

Vinh City must concentrate all forces, complete site clearance for all packages by November 30. The city must be more determined, working on Saturdays and Sundays. The Chairman of the Provincial People's Committee assigned specific progress for some packages: The reservoir project must be completed before November 15, 2016. The resettlement area of ​​Quan Bau ward must be completed by November 30, 2016, and additional resettlement areas must be completed by December 30, 2016. Road 72 and 35m road for concentrated site clearance must be completed before November 30, 2016. Hung Nguyen district must complete the site clearance work in the area before November 30, 2016. The two households stuck with the ancient citadel moat package, Mr. Hoai and Mr. Tan, must be resolved before October 30 this year.

Vinh City and Hung Nguyen District need to strengthen the direction of site clearance. The recommendations of the city and the Provincial People's Committee will be considered and resolved./.
