Focus on accelerating the progress of Vinh urban development projects.
(Baonghean.vn) - On the morning of October 26th, a delegation from the Provincial People's Committee, led by Mr. Nguyen Xuan Duong, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, inspected the progress of the Medium-Sized Urban Development Project in Vietnam - Vinh Sub-project. Accompanying the delegation were:Vo Viet Thanh, Standing Committee Member of the Provincial Party Committee, Secretary of the Vinh City Party Committee;Huynh Thanh Dien, Vice Chairman of the Provincial People's Committee, along with representatives from various departments, agencies, and the Vinh City People's Committee.
Before commencing work, the delegation conducted on-site inspections to check the progress of the contract packages, and listened to reports on specific obstacles encountered on the ground regarding the 35-meter road along the Lam River, the regulating lake, the ancient citadel moat, the Vinh - Hung Tay road, and the 72-meter resettlement area.

According to a report by the Vinh City People's Committee, as of October 25th, the Medium-Sized Urban Development Project in Vietnam - Vinh Sub-project had completed 5 bidding packages, including: construction of the resettlement area in Hamlet 5, Nghi Phu Commune; school sanitation improvement; upgrading and renovation of the North Canal section 1; upgrading and renovation of Canal No. 3; and upgrading and renovation of the North Canal section 2.

The ongoing construction packages include: North Canal section 3; Quan Bau ward resettlement area; upgrading the main pumping station and a new pumping station with a capacity of 10,500 m3/day and the gravity-fed canal to the main pumping station; upgrading and renovating Cua Nam Lake, constructing a regulating lake; upgrading and renovating the canal around Vinh ancient citadel; constructing the Hung Tay - Vinh road (3 packages) and constructing the road connecting National Highway 46 and the Lam River embankment road (2 packages).
Currently, due to obstacles in land clearance work in some ongoing construction packages, the overall progress of the project has been seriously affected. Some packages lack sufficient cleared land to carry out construction work on schedule, and some packages have had their implementation deadlines extended multiple times.

According to Decision No. 4522/QD.UBND-CN dated April 20, 2016, of the People's Committee of Nghe An province approving the project, the implementation period is until June 2017. If land compensation and clearance are not completed by November 2016, the project will not be able to meet the construction schedule committed to the World Bank.
At the working session with departments and city leaders this morning, the Vinh City People's Committee also requested the Chairman of the Provincial People's Committee and relevant departments to provide further support in land clearance and timely disbursement of funds. To date, the total disbursed capital for the Vinh City sub-project is 42.02 million USD, reaching 50% of the total available project capital, and the project implementation time is 77%.

After listening to the opinions, Comrade Nguyen Xuan Duong, Chairman of the Provincial People's Committee, affirmed:ProjectThe Vinh Sub-project, part of the Medium-Sized Urban Development Program in Vietnam, is a significant project with great importance for Vinh City and Nghe An Province as a whole.Once completed, all these projects will create a new look, improve the city's infrastructure, and potentially open up opportunities for other projects.The city must mobilize all its resources to complete the project, ensuring its commitment to the World Bank is fulfilled, considering this a top political priority.
Despite the city's and all levels and sectors' vigorous and intensive efforts to resolve numerous difficulties and obstacles, progress remains slow. Although the project is scheduled to end in August 2017, a significant amount of work remains to be done.
The city of Vinh must concentrate all its resources to complete land clearance for all contract packages by November 30th. The city must be even more decisive, working even on Saturdays and Sundays. The Chairman of the Provincial People's Committee assigned specific deadlines for several contract packages: The regulating reservoir project must be completed before November 15th, 2016. The Quan Bau ward resettlement area must be completed by November 30th, 2016, with additional resettlement areas completed by December 30th, 2016. Land clearance for Road 72 and Road 35 must be completed before November 30th, 2016. Hung Nguyen district must complete its land clearance work within its area before November 30th, 2016. The two households with outstanding issues regarding the ancient citadel moat contract package, Mr. Hoai and Mr. Tan, must be resolved before October 30th of this year.
The city of Vinh and the entire Hung Nguyen district need to strengthen their efforts in directing land clearance. The provincial People's Committee will consider and resolve the city's recommendations./.
