Delegate Tran Thi Quoc Khanh (Hanoi delegation) expressed her opinion: The Government and relevant ministries and branches need to sit down to unify the construction of a centralized administrative management model, applicable nationwide.

Ms. Khanh said that in Malaysia, 8 ministries gathered together in the twin towers, while in Vietnam each ministry was in a different place.

This delegate also suggested reviewing the story of Da Nang's centralized administrative area. The 2,000 billion VND building, the construction idea is very good but now it is said that it does not meet technical standards, who is responsible?

Giving her opinion on the construction of common administrative areas, delegate Nguyen Thi Quyet Tam (HCMC delegation) said that it is necessary to have more assessments of actual impacts.

Previously, the Government had the idea of ​​building a centralized area for central agencies with representative offices in the South, but it could not be implemented because no ministry wanted it, everyone wanted their own headquarters.

Ms. Tam also noted the need to recover assets after agencies move to new headquarters. There are many vacant headquarters that cannot be recovered.

Vice Chairman of the National Assembly Phung Quoc Hien said that there is a situation of uncontrolled exploitation of public assets for business purposes. According to Mr. Hien, many assets of agencies, from the central to local levels, are used for land, houses, and even sidewalks, but it is difficult to know whether the money collected goes into the budget or "slips" into personal pockets.

Mr. Hien noted that it is necessary to classify assets and headquarters that can be rented, and which types cannot be rented even if they are not used at full capacity.

Delegate Van Thi Bach Tuyet (HCMC delegation) proposed to make public public assets, especially headquarters. Specifically, which agency manages the land, house..., where is it located, and who uses it.

Ms. Tuyet said that many public assets are used under the name of association or cooperation or lease. Many headquarters, when people and even officials look at them, they think they belong to businesses, but in fact, they belong to a ministry or public service unit that is leased to businesses.

Delegate Nguyen Thanh Hai (Hoa Binh delegation) expressed his opinion: Assets that are not fully used should be rented out to generate additional revenue for the struggling budget. However, strict regulations are needed to monitor this.

Some delegates also worry that if the regulations are not strict, when building, people might "draw" a really big, spacious headquarters, and then when operating, they say they can't use it all and rent it out.

Delegate Pham Quang Thanh (Hanoi delegation) emphasized: It is necessary to prevent loss and waste, effectively exploit public assets to make profits... Assets that have not been used at full capacity can be put into business.

However, this delegate also pointed out the reality: There may be negative consequences at the asset-granting unit, because from the initial proposed rate, if carefully calculated, where will the surplus come from to rent out for business?

Building a headquarters is very costly, and if we rely on the budget, it will take decades to build. Therefore, according to Mr. Thanh, it is necessary to promote the public-private partnership model to mobilize resources, prevent waste and save the state budget.
