Addressing the issue of brokers in land auctions.
(Baonghean.vn) - On the morning of November 25th, under the chairmanship of Comrade Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, the Provincial People's Committee continued its regular November meeting to hear and give opinions on a number of important issues.
Also attending were the Vice Chairmen of the Provincial People's Committee, members of the Committee, and leaders of various departments and agencies.
In 2016, Nghe An province is expected to achieve and surpass the plan for 25 targets.

At the meeting, delegates listened to and commented on amendments to Decision No. 74/2014/QD-UBND of the Provincial People's Committee on the regulations for auctioning assets. The regulations consist of 5 chapters and 35 articles. The new regulations increase the maximum deposit from 15% to 20% and do not publicly disclose the list of eligible bidders, which is a new feature aimed at overcoming the problem of brokers and limiting collusion to lower prices.
The draft regulations on the auction of land use rights are based on the provisions of relevant legal documents and the Law on Auctions, which was passed by the National Assembly on November 17, 2016 and came into effect on July 1, 2017.

Concluding this discussion, Chairman of the Provincial People's Committee Nguyen Xuan Duong stated that the decision to issue regulations on auctioning land use rights for land allocation with land use fees or land leasing in Nghe An province is extremely necessary, ensuring the interests of the state and the people, especially those with legitimate land use needs, and overcoming some long-standing negative phenomena. Currently, the budget for land clearance is very large, so it is necessary to increase revenue from land auctions. Therefore, the Department of Justice needs to incorporate the feedback to finalize the draft, and the Provincial People's Committee should issue a decision to implement it soon.

| Commenting on the draft land use rights auction, Vice Chairman of the Provincial People's Committee Le Xuan Dai stated that currently, the People's Committees of the districts still arbitrarily decide on the auction unit, and that it is necessary to widely publicize the selection process. Furthermore, upon successful auction, conditions regarding building height restrictions and construction boundaries must be clearly stated to ensure compliance by organizations and individuals. |
Next, the Department of Agriculture and Rural Development presented the draft Master Plan for Irrigation in Nghe An Province until 2025 and orientation to 2030 under the conditions of climate change and sea level rise, and the draft revised and supplementary plan for rubber tree development in Nghe An Province until 2020, with a vision to 2030.
According to the Rubber Tree Development Plan for the period 2013-2020, the total rubber plantation area in the province was projected to reach 22,663 hectares by 2015 and 23,500 hectares by 2020. However, by 2015, the total rubber plantation area in the province reached only 11,365 hectares, achieving only 50% of the planned target, making the 2020 target difficult to achieve. Therefore, adjusting and supplementing the rubber tree development plan to 2020, with a vision to 2030, is necessary.
Accordingly, the total planned rubber plantation area by 2020 is 17,000 hectares. The existing rubber plantation area is 11,365 hectares, and by 2020, 5,635 hectares of new large-scale rubber plantations will be planted, mainly concentrated in Nghe An Rubber Investment and Development Joint Stock Company (4,620 hectares), Song Hieu Forestry and Agriculture Company Limited (932 hectares), Youth Volunteer Brigade 4 (50 hectares), and Nghe An Coffee and Rubber Company (33 hectares). By 2020, the total capacity of rubber processing plants will reach approximately 15,500 tons of dry latex per year, and by 2030, it will reach 22,500 tons of dry latex per year.
Regarding this matter, the Chairman of the Provincial People's Committee concluded that the adjustment is consistent with the Resolution of the 18th Provincial Party Congress and in line with reality, and assigned the Department of Agriculture and Rural Development to finalize the draft and submit it to the Provincial People's Council at the next session.

Regarding the content of irrigation planning, some opinions suggest that a workshop with the participation and input of managers and specialized scientists is necessary.
Concluding this discussion, Chairman of the Provincial People's Committee Nguyen Xuan Duong emphasized that the overall irrigation plan is necessary and extremely important, related to the long-term sustainable development of Nghe An. Several issues were raised by meeting participants, and the Department of Agriculture and Rural Development was requested to incorporate and adjust the plan, especially by adding items and projects to the plan for implementation, meeting the requirements for drainage, drought prevention, and ensuring the use of surface and groundwater resources for the entire province.
Also this morning, delegates listened to and commented on the draft Resolution of the Provincial People's Council on regulating the distance and geographical areas for determining students who cannot travel to and from school within the same day, the rate of allocated funds for meal services for students in ethnic boarding schools and general schools with centralized meal services in Nghe An province; and the draft Decision on regulating the special management regime for provincial and district-level mobile propaganda teams in Nghe An.
Regarding these matters, the Provincial People's Committee basically agrees and requests the Departments of Education and Training and Culture, Sports and Tourism to finalize the draft and submit it to the Provincial People's Council for approval at the next session.
