At the meeting, delegates listened to and gave their opinions on amending Decision No. 74/2014/QD-UBND of the Provincial People's Committee on the regulations for property auctions. The regulations consist of 5 chapters and 35 articles. The new regulations increase the maximum deposit from 15% to 20% and do not publicize the list of eligible bidders, which is an innovation to overcome the problem of brokers and limit the situation of collusion to lower prices.

The draft regulations on the contents of property auctions of land use rights according to the provisions of relevant legal documents and the contents of the Auction Law were passed by the National Assembly on November 17, 2016 and took effect from July 1, 2017.

Concluding this content, Chairman of the Provincial People's Committee Nguyen Xuan Duong said that the decision to issue regulations on auctioning land use rights to allocate land with land use fees or lease land in Nghe An is extremely necessary, ensuring the interests of the state, of the people, especially of those with legitimate land use needs, overcoming some long-standing negative phenomena. Currently, the budget demand for land acquisition and clearance is very large, so it is necessary to increase the collection of land auction proceeds. Therefore, the Department of Justice needs to receive comments to complete the draft, and the Provincial People's Committee will issue a decision to apply it soon.

Speaking on the draft land use rights auction, Vice Chairman of the Provincial People's Committee Le Xuan Dai said that currently, there is still a situation where the People's Committees of districts decide on the auction unit themselves, and it is necessary to publicize widely to select participating units. In addition, when the auction is successful, the conditions for controlling high-rise buildings, construction boundaries, etc. must be clearly stated for organizations and individuals to implement.

Next, the Department of Agriculture and Rural Development presented the draft Master Plan for Irrigation in Nghe An province to 2025 and vision to 2030 in the context of climate change and rising sea levels, and the draft Adjustment and Supplement to the rubber development plan in Nghe An province to 2020, with a vision to 2030.

According to the Rubber Development Plan for the period 2013-2020, by 2015 the total rubber area of ​​the province will be 22,663 hectares and by 2020 it will be 23,500 hectares. However, by 2015 the total rubber area of ​​the province will reach 11,365 hectares, only reaching 50% of the planning target, which is unlikely to be achieved by 2020. Therefore, it is necessary to adjust and supplement the rubber development plan until 2020, with a vision to 2030.

Accordingly, the total rubber area planned to be adjusted by 2020 is 17,000 hectares. The current rubber area is 11,365 hectares, by 2020, 5,635 hectares of new rubber plantations will be planted, mainly at Nghe An Rubber Development Investment Joint Stock Company (4,620 hectares), Song Hieu Agricultural Forestry Company (932 hectares), Youth Volunteer Team 4 (50 hectares) and Nghe An Coffee - Rubber Company (33 hectares). By 2020, the total capacity of rubber processing factories will reach about 15,500 tons of dry latex/year, and by 2030, it will be 22,500 tons of dry latex/year.

Regarding this content, the Chairman of the Provincial People's Committee concluded that the adjustment is consistent with the Resolution of the 18th Provincial Party Congress and in line with reality, and assigned the Department of Agriculture and Rural Development to complete the draft to submit to the Provincial People's Council in the next session.

Regarding the content of irrigation planning, some opinions suggest that there should be a workshop with the participation and comments of specialized managers and scientists.

Concluding this content, Chairman of the Provincial People's Committee Nguyen Xuan Duong emphasized that the master plan for irrigation is necessary and extremely important, related to the long-term sustainable development of Nghe An. Some issues were commented by members attending the meeting, suggesting that the Department of Agriculture and Rural Development accept and adjust, especially adding items and projects in the plan to implement construction, meeting the requirements of drainage, drought prevention as well as ensuring the need to use surface water and groundwater of the whole province.

Also this morning, delegates listened to and commented on the draft Resolution of the Provincial People's Council on the regulations on distances and areas to determine students who cannot go to school and return home during the day, the percentage of budget allocation for cooking services for students at ethnic boarding schools, schools that organize centralized cooking for students in Nghe An province; the draft Decision on the regulation of special management regimes for mobile propaganda teams at provincial and district levels in Nghe An.

Regarding these contents, the Provincial People's Committee basically agrees and requests the Department of Education and Training, Department of Culture, Sports and Tourism to complete the draft and submit it to the Provincial People's Council for approval in the next session./.
