Militia and self-defense forces will be able to participate in social insurance and health insurance.
(Baonghean.vn) - Preparing content for the 3rd session of the 17th Provincial People's Council, term 2016 - 2021, on the afternoon of November 17, the Provincial People's Council's Legal Committee organized the review of the draft resolution on the regime and policies for militia and self-defense forces.
Comrade Phan Duc Dong - Member of the Provincial Party Executive Committee, Head of the Provincial Party Committee's Internal Affairs Committee, Head of the Provincial People's Council's Legal Committee chaired the inspection. Also participating were representatives of the Department of Finance; the Provincial Military Command and the Provincial People's Committee Office.

Regarding the regime and policies for the militia and self-defense forces, the Provincial People's Council issued Resolution No. 45/20012/NQ-HDND, dated April 20, 2012. However, this Resolution is no longer consistent with the provisions of Resolution No. 03/2016/ND-CP, dated January 5, 2016 of the Government detailing and implementing measures for a number of articles of the Law on Militia and Self-Defense Forces (replacing Decree No. 58/2010); regulations on participation in compulsory social insurance and health insurance for part-time commune-level cadres according to the Law on Social Insurance (effective from January 1, 2016).
Based on current legal regulations, the Provincial Military Command was assigned by the Provincial People's Committee to draft a report and resolution on a number of regimes and policies for the militia and self-defense forces and decentralize the tasks of implementing militia and self-defense work in the province.

During the review, the Provincial People's Council's Legal Committee basically agreed with the draft. Accordingly, the Deputy Commander of the Commune Military Command will be guaranteed social insurance and health insurance by the State budget during his tenure; and supported with food expenses during training and coaching.
Militia and self-defense forces are subsidized for working days with a coefficient of 0.09 of the general minimum wage (an increase of 0.01 compared to Resolution 45 of the Provincial People's Council); localities with favorable conditions have higher subsidies.
Core militiamen who have completed their militia service, if their service period continues to be extended, in addition to the general regime, when mobilized to perform tasks, they will receive an additional labor day allowance with a coefficient of 0.04 of the general minimum wage.

When performing tasks far from the place of residence and not having the conditions to go back and forth every day, they will be arranged a place to stay and supported with food according to the basic food level of infantry soldiers serving for a limited period of time in the army. Members of the Legal Committee also agreed with the draft Resolution regulating the decentralization of spending tasks, that is, whichever level mobilizes the militia and self-defense forces, that level will spend the budget support.
Concluding the review, comrade Phan Duc Dong - Head of the Legal Committee of the Provincial People's Council agreed with the draft, and at the same time requested to clarify the budget source to ensure that when the resolution is passed at the 3rd session, it can be implemented, because the number of militia and self-defense forces in the whole province is large, with more than 39,000 people.
The Head of the Provincial People's Council's Legal Committee also noted the need to pay attention to inspection and supervision, especially at the grassroots level when the resolution comes into effect to ensure that the regimes and policies are fully implemented to the subjects./.
