Militia members will be eligible to participate in social insurance and health insurance.

(Baonghean.vn) - In preparation for the 3rd session of the 17th Provincial People's Council, term 2016-2021, on the afternoon of November 17th, the Legal Affairs Committee of the Provincial People's Council held a review of the draft resolution on regimes and policies for militia and self-defense forces.

Comrade Phan Duc Dong - Member of the Provincial Party Committee, Head of the Provincial Party Committee's Internal Affairs Department, and Head of the Provincial People's Council's Legal Affairs Committee - chaired the verification meeting. Also participating were representatives from the Department of Finance; the Provincial Military Command; and the Provincial People's Committee Office.

Comrade Phan Duc Dong - Head of the Provincial Party Committee's Internal Affairs Department and Head of the Provincial People's Council's Legal Affairs Committee - participated in supplementing the operational regulations of the Provincial People's Council.

Regarding the regulations and policies for militia and self-defense forces, the Provincial People's Council issued Resolution No. 45/2012/NQ-HĐND on April 20, 2012. However, this Resolution is no longer consistent with the provisions of Resolution No. 03/2016/ND-CP dated January 5, 2016, of the Government, which details and implements several articles of the Law on Militia and Self-Defense Forces (replacing Decree No. 58/2010); and the regulations on mandatory social insurance and health insurance for part-time commune-level officials according to the Social Insurance Law (effective from January 1, 2016).

Based on current legal regulations, the Provincial Military Command was assigned by the Provincial People's Committee to draft a submission and resolution on a number of regimes and policies for militia and self-defense forces, and to decentralize the expenditure responsibilities for militia and self-defense work in the province.

Comrade Tran Van Hung, Commander of the Provincial Military Command, clarified several issues of concern to the Legal Affairs Committee.

During the review, the Legal Committee of the Provincial People's Council generally agreed with the draft. Accordingly, the Deputy Commander of the Commune Military Command will have their social insurance and health insurance contributions covered by the State budget during their tenure; and will receive a meal allowance during training and instruction.

For militia and self-defense forces, a daily labor allowance is provided at a coefficient of 0.09 of the general minimum wage (an increase of 0.01 compared to Resolution 45 of the Provincial People's Council); localities with better conditions may receive a higher allowance.

Core militia members who have completed their militia service, if their service is extended, will receive additional daily allowances based on a coefficient of 0.04 of the general minimum wage when deployed for duty.

Comrade Tran Kim Loc, Chief of the Provincial People's Council Office, participated in the review process and offered his opinion.

When performing duties far from their place of residence, and unable to commute daily, they will be provided with accommodation and a food allowance based on the basic meal allowance for infantry soldiers serving a fixed term in the army. Members of the Legal Affairs Committee also agreed with the draft Resolution stipulating the decentralization of expenditure responsibilities, stating that the level that mobilizes militia and self-defense forces will be responsible for providing the necessary budget support.

Concluding the review, Comrade Phan Duc Dong - Head of the Legal Committee of the Provincial People's Council - agreed with the draft, and at the same time requested clarification on the budget source to ensure that the resolution, once passed at the 3rd session, can be implemented, given the large number of militia and self-defense forces throughout the province, with over 39,000 people.

The Head of the Legal Affairs Committee of the Provincial People's Council also noted the need to pay attention to inspection and supervision, especially at the grassroots level, once the resolution takes effect, in order to ensure that the regimes and policies are fully implemented for the beneficiaries.
