The Prime Minister also directed the Government Office to organize inspections of the implementation of this task, along with other tasks assigned by the Government and the Prime Minister, in conjunction with the performance of responsibilities in managing, operating, and handling work by ministries, agencies, and localities, and to report to the Prime Minister.

It is evident that never before have procedures and paperwork related to the business operations of enterprises received such attention from the Prime Minister and relevant ministries and agencies as they do now. The message conveyed in the Prime Minister's determination to reform administrative procedures is to resolutely remove incompetent officials and civil servants from the system.

Following the principle of matching words with actions, the Prime Minister directed the establishment of a task force to monitor, supervise, and inspect the implementation of directives from the Government, the Prime Minister, and superior agencies, as well as heads of departments from the central to local levels. Thanks to this, for the first time, the Government completely resolved the backlog of documents. In recent months, with the determination to build a constructive, honest, proactive, and service-oriented government, the Government has resolutely focused on overcoming limitations and weaknesses, promptly addressing difficulties and obstacles, and resolving important and urgent issues related to administrative procedure reform and removing difficulties for businesses.

The Prime Minister and members of the Government have focused on directing efforts to improve the effectiveness and efficiency of management and administration; strengthen discipline and order; strictly control and ensure the efficiency of public spending; practice thrift and combat waste in state agencies and throughout society; combat vested interests, especially in privatization and public investment; and strengthen the fight against corruption…

The government has also focused on researching and addressing strategic and macro-level issues, while promptly resolving urgent and pressing social problems, effectively performing its state management functions, and efficiently serving the needs of citizens and businesses.

Over the past 10 months, more than 91,700 new businesses have been registered, representing an 18.3% increase in number and a 46.2% increase in registered capital; the number of businesses resuming operations increased by 38.8%; and the number of businesses temporarily ceasing operations decreased by 28.8%. These are bright spots in the country's economic development picture.

A common spirit emanating from the words, directives, and actions of the Prime Minister and members of the Government is the determination to build a state administrative apparatus at all levels that is honest, clean, effective, efficient, and disciplined. The focus is on building a team of civil servants who are "diligent, thrifty, honest, upright, selfless, and impartial"; and resolutely dealing severely with negative and corrupt officials and civil servants. Before the National Assembly, the Prime Minister expressed his firm determination to remove from the system those officials and civil servants who are incompetent and who harass citizens and businesses.

To ensure this commitment achieves the desired results, the Government also calls on the business community and all citizens to cooperate, saying no to negativity, corruption, and waste; to foster a healthy and civilized business and behavioral culture, and to prevent opportunities for corruption and waste among officials and civil servants. This means that efforts to improve the public administration system require not only government support but also strong backing from the people and businesses, and strict and effective oversight to prevent any opportunity for bad habits and vices to be nurtured and perpetuated.
